MANILA, Philippines – The controversy surrounding resigned Ako Bicol representative Elizaldy Co intensified on Friday as Navotas City Rep. Toby Tiangco challenged the Department of Foreign Affairs (DFA)’s continued reluctance to cancel Co’s passport.

Speaking after a meeting with the Independent Commission on Infrastructure (ICI), Tiangco’s remarks suggested a growing suspicion that Co, implicated in alleged infrastructure anomalies, is being protected by powerful forces within the government.

Tiangco didn’t mince words, questioning why the DFA appeared to be “lawyering” for Co, despite its clear authority to cancel his passport.

“Why does it seem like the DFA or other government officials are still defending Zaldy Co on why the passport can’t be canceled?” he asked at a press briefing.

“Cancel it, then let his lawyer question the cancellation in court.”

The point raises the specter of preferential treatment and fuels speculation about Co’s potential connections to influential figures within President Marcos Jr.’s administration.

The DFA has repeatedly cited the New Philippine Passport Act, stating it can only cancel a passport upon a court order (for a fugitive from justice or criminal conviction) or proof of fraudulent acquisition.

However, Tiangco countered that Section 4 of RA 11983 (New Passport Act) allows for cancellation on grounds of “national security,” arguing that the public anger and potential for destabilization stemming from the Co allegations could meet that threshold.

“People are very angry… These mass movements, bad elements can take advantage of them to destabilize the government,” he said.

“Isn’t that a national security issue?”

While the DFA maintains its adherence to due process, Tiangco’s insistence highlights a growing public perception of inaction and potential cover-up.

The ICI’s investigation into budget insertions, where Co’s name has surfaced in connection with alleged anomalies in flood control projects, further intensifies the pressure.

The case raises critical questions about transparency, accountability, and the Marcos Jr. administration’s commitment to tackling corruption, especially when allegations touch upon individuals perceived to be politically connected with it.
