MANILA, Philippines – The arrest of a high-ranking Department of Public Works and Highways (DPWH) official has blown the lid off a sprawling corruption scandal involving billions of pesos earmarked for crucial flood control projects across the Philippines.

Engr. Dennis Abagon, a DPWH official from the Mimaropa region, was apprehended at his Quezon City residence, sparking a national outcry over alleged “ghost projects” and the brazen siphoning of public funds.
