MANILA, Philippines – Bureau of Immigration (BI) Commissioner Joel Anthony Viado has issued a definitive clarification regarding the proposed Civil Aviation and Immigration Security Services (CAISS) Project, firmly stating that it remains a proposal and is neither signed nor finalized. This statement directly refutes recent reports suggesting the immediate imposition of a P480 fee on travelers.

Viado underscored that claims of an impending fee collection stemmed from an unapproved proposal. He confirmed having directed a comprehensive review and extensive stakeholder consultation specifically addressing the proposed user fee component of the CAISS, which suggested a $4 fee, or approximately P247.

While the BI fully endorses the critical modernization of the nation’s border control systems and the enhancement of national security, Viado emphasized the necessity of meticulously studying any additional passenger charges.
