MANILA, Philippines – Bureau of Immigration (BI) Commissioner Joel Anthony Viado has issued a definitive clarification regarding the proposed Civil Aviation and Immigration Security Services (CAISS) Project, firmly stating that it remains a proposal and is neither signed nor finalized.
