MANILA, Philippines – As the Philippines prepares to observe World Refugee Day and National Refugee Day on June 20, 2026, the nation reaffirms its profound commitment to humanitarianism, a principle officially enshrined by President Ferdinand Marcos Jr. This year’s theme, “Solutions in Motion: Rebuilding Futures Together,” underscores a collaborative vision for resilience and integration. Hundreds of foreign nationals, many fleeing conflict in the Middle East, Africa, and other regions, currently residing in the Philippines, hold fervent hope that the Department of Justice (DOJ) will approve and grant their refugee visa applications, aligning with the spirit of this significant commemoration.

The Philippines, with its deep-rooted history of welcoming those in need, actively showcases its dedication through a series of impactful events and institutional initiatives:

Refugee Film Festival

The UNHCR Philippines is hosting its 4th Refugee Film Festival, offering free public access to powerful films and documentaries that illuminate the human stories of forced displacement. This cinematic showcase aims to cultivate empathy and understanding.

Kanlungan Listening Sessions

Partnering with institutions like De La Salle University (DLSU), these dialogues provide refugees with a vital platform to share their personal journeys, fostering community engagement and breaking down barriers.

One-Stop Shop & Food Bazaar

Refugee entrepreneurs are empowered through special bazaars that offer a unique platform to showcase their businesses and products, promoting economic independence and community integration.

Government Solidarity

On the evening of June 20, government buildings will be illuminated in blue, a symbolic gesture of unwavering support for refugees.

Janice Tarlue’s Journey: A Testament to Resilience and Philippine Generosity

The narrative of Janice Tarlue, a mother who fled her home in fear and arrived in the Philippines with only hope, powerfully encapsulates the transformative potential of refuge. Leaving behind a life of uncertainty, Janice found a new beginning in Davao, where she learned Bisaya and seamlessly integrated into her community. Her journey underscores the profound impact of collective support from the Philippine Government (DOJ-RSPPU), UNHCR, Community and Family Services International (CFSI), and other partner organizations.

At the National Refugee Day 2026 media launch, Janice’s courage resonated deeply. She declared, “If the Philippines had not opened its doors to me, I would still be living in fear and uncertainty, without dignity or hope for a new life.” Her words serve as a potent reminder of the life-altering sanctuary the Philippines offers.

DOJ-RSPPU Chief State Counsel Dennis Arvin L. Chan emphasized, “The theme conveys a fundamental truth: enduring solutions require collaboration across institutions.” This collaborative ethos is crucial in building sustainable futures for refugees. Undersecretary Ramon Ilagan of the Presidential Communications Office reaffirmed the Philippines’ commitment to refugee protection and humanitarian policies, citing Proclamation No. 265, which designates June 20 as National Refugee Day. “The Philippines stands with you [refugees] in your journey of recovery. Together, let us rebuild lives, communities, and hopes,” he stated.

The judiciary also plays a crucial role. Presiding Judge Maria Josefina G. San Juan-Torres underscored the courts’ responsibility to uphold legal rights and protections through fair processes and impartial adjudication.

Maria Ermina Valdeavilla-Gallardo, UNHCR Philippines Head, highlighted that global displacement remains at near-record levels. Echoing Janice’s story, Valdeavilla-Gallardo affirmed, “Our message is clear: we will uphold that promise until everyone is safe.”

Empowered by this collective approach, Janice now actively participates in a refugee-led women’s group, creating livelihood opportunities for herself and others. Crucially, her daughter now has access to education, a gift that promises a future filled with possibilities. Being recognized as a refugee restored Janice’s dignity, granting her protection, the opportunity to contribute, and the freedom to dream anew.

Forward-Looking Initiatives and a Call to Action

To advance lasting solutions for refugees, stateless individuals, and those at risk of statelessness, the Philippine Government, with UNHCR’s support, has organized a comprehensive series of commemorative events:

National Refugee Day Forum (June 23, 2026)

This platform will foster dialogue, idea-sharing, and solidarity with refugees.

Blue Monday Initiative (June 22)

Government agencies will wear blue to symbolize their support.

One-Stop Shop and Food Bazaar (June 25)

This event will further highlight refugee-led businesses and economic integration.

4th Refugee Film Festival and Short Film Competition (June 20)

In partnership with DLSU-Manila, this event will showcase young filmmakers’ talents and compelling narratives, including “Another Place” by Jhizet Panosian, “Rosemary’s Way” by Ros Horin, and “The Circle of Our Daughters” by Arjay Arellano, alongside the top five short film entries. Director Anna Lyn M. Bandagosa of DLSU’s Center for Social Concern and Action emphasized, “Through the narratives presented in these films, we aim to cultivate greater understanding, empathy, and solidarity among our students, staff, and partner communities.”

These coordinated initiatives, illuminated by the inspiring journeys of Janice and countless others, underscore the Philippines’ profound commitment to human rights and its role as a beacon of hope.
