MANILA, Philippines – A series of harrowing incidents of school violence, including a fatal shooting in Tacloban and two separate stabbings in Cavite, has compelled the Council for the Welfare of Children (CWC) to issue an urgent nationwide appeal for the immediate and comprehensive strengthening of school safety and child protection systems. These tragedies have not only claimed young lives and inflicted injuries but have also plunged learners, families, and school communities into profound emotional distress.

In Tacloban City, a devastating school shooting on Monday left three students dead and five others injured. Two minors, identified as alleged perpetrators, are now in custody. This horrific event closely follows two alarming stabbing incidents in Cavite. On June 16, a Grade 8 student reportedly attacked several Grade 5 students at a private school in General Trias City. Days later, another Grade 11 student allegedly stabbed a fellow student during a confrontation at Cavite National High School.

“The occurrence of these violent incidents within educational settings serves as a stark reminder that safeguarding children demands constant vigilance and a sustained, whole-of-government and whole-of-society response,” the CWC stated in a powerful declaration.

The Council emphasized the critical need for robust school-based child protection mechanisms, enhanced mental health and psychosocial support services, proactive violence prevention programs, and effective early intervention systems. They urged well-resourced guidance services and stronger referral networks to identify potential risks and prevent the escalation of harmful behaviors.

Crucially, the CWC emphasized that the rights and welfare of the alleged perpetrators, identified as Children in Conflict with the Law (CICL), must be upheld under Republic Act No. 9344, as amended by RA 10630. This legislation mandates their protection and rehabilitation, not criminal prosecution.

“As the government’s lead coordinating and monitoring body on children’s concerns, the CWC remains steadfast in advancing policies and programs that uphold children’s rights and strengthen child protection systems nationwide,” the statement affirmed.

Adding to the urgency, Save the Children Philippines highlighted a Seasia Statics report indicating that the Philippines has one of Southeast Asia’s highest gun ownership rates. Melanie Llana of Save the Children Philippines asserted, “No child should feel unsafe at school or be the victim of violence. Weapons do not belong in schools, which should be safe spaces for children to learn, be with their friends, and play.”

The CWC encourages the public to report all forms of abuse, violence, neglect, or exploitation through the Makabata Helpline 1383. “The recent tragedies demand not only our deepest sympathy but our collective, decisive action,” the CWC concluded, emphasizing that the protection of children is a shared, paramount responsibility.
