Mina and Castillo meticulously detailed the BI’s stringent departure protocols, including intelligence-driven risk profiling and thorough document examination. They emphasized the crucial role of the Inter-Agency Council Against Trafficking (IACAT) in identifying and assisting potential victims pre-departure, showcasing a proactive defense against exploitation.

The Philippine delegation further unveiled critical intelligence on emerging trafficking trends, particularly the alarming rise of online recruitment for cyber-scam operations. This revelation underscored the urgent need for predictive border management, intelligence-led enforcement, and enhanced cross-border information sharing to effectively counter these increasingly sophisticated criminal enterprises.

Beyond prevention, the Philippines shared its commendable experience in comprehensive victim assistance, detailing coordinated government efforts for repatriated trafficking survivors. The delegation also highlighted its active participation in pivotal regional cooperation mechanisms, including the Bali Process Regional Support Office, the ASEAN Directors-General of Immigration Meeting, and the UNODC Emergency Response Network, demonstrating a collaborative spirit on the global stage.
