UK Downgrades East Jerusalem Diplomatic Presence Amidst Israeli Sanctions Dispute

JERUSALEM, Palestine – The United Kingdom has significantly downgraded and rebranded its diplomatic presence in occupied East Jerusalem to a “UK Mission,” following an Israeli ultimatum to close its consulate. This move marks a critical low in UK-Israeli relations, directly stemming from Britain’s imposition of sanctions on Israeli settlements in the occupied West Bank, which are widely considered illegal under international law.

British Foreign Secretary Ed Miliband confirmed that the consulate building will remain operational, albeit with a reduced staff of seven diplomats. This comes after Israel’s Foreign Minister Gideon Saar authorized the limited continuation of services. Twenty diplomats, including the British Consul General, have reportedly concluded their assignments and departed Israel.

Earlier, it was observed that “British Consulate General” plaques were removed, though the UK flag continued to fly. Miliband asserted that the UK does not recognize Israel’s legal right to close the consulate, located in a part of Jerusalem captured and occupied by Israel since the 1967 war. The rebranding to “UK Mission, Jerusalem” underscores this contentious period, with Miliband stating the mission “will continue to deliver vital services and our work with the Palestinian people.”

Strained Ties and Retaliation

Diplomatic friction intensified after Israel issued a 30-day closure order in response to UK sanctions, which include a ban on importing goods produced in Israeli settlements. Saar, on X, declared, “We have established a clear principle – no action can be taken against Israel without Israel taking appropriate retaliatory measures.” He affirmed these measures were implemented “in this spirit” following his September 8 announcement.

The United Nations and most nations deem Israeli settlements illegal under international law, a position Israel disputes. While the UK has withdrawn some staff, Miliband indicated plans to rebuild their presence and stated that no reciprocal action against Israel would be taken during ongoing talks, despite earlier speculation of expelling Israeli diplomats.

This diplomatic downgrading signifies a substantial deterioration in UK-Israeli relations. The UK’s historical presence in Jerusalem dates back nearly two centuries, predating Israel’s 1948 establishment. The closure order does not impact the UK’s embassy in Tel Aviv, which manages diplomatic ties with the Israeli government.

The former consulate, located in the Sheikh Jarrah neighborhood of occupied East Jerusalem, historically served as the primary point of contact for UK relations with Palestinians in Jerusalem, the occupied West Bank, and Gaza, also providing crucial consular services. Despite current tensions, the UK and Israel maintain close partnerships in economic, security, and intelligence sectors.

Escalating Diplomatic Confrontation

The diplomatic crisis deepened when British Ambassador to Israel Simon Walters reportedly informed Israeli officials that London would expel 27 Israeli diplomats from its embassy if Israel did not reverse its decision to close the British Consulate General in Jerusalem. According to reports from Yedioth Ahronoth and diplomatic sources, this would involve expelling one Israeli diplomat for every British diplomat whose accreditation is terminated by the closure.

The deadline for the consulate to cease operations, as ordered by Israeli Foreign Minister Gideon Sa’ar, was set for Thursday, October 8. The British government’s sweeping economic restrictions and trade sanctions on Israeli West Bank settlements precipitated this escalation.
