CAAP Launches Digital Safety Reporting Portal to Boost Aviation Safety

PASAY CITY, Philippines – The Civil Aviation Authority of the Philippines (CAAP) is taking a significant leap forward in aviation safety with the launch of its digital Safety Reports Portal.

The innovative platform, which went live on Tuesday (July 1, 2025), revolutionizes the reporting of safety occurrences, enabling faster identification and mitigation of potential risks within the Philippine aviation sector.

The safety portal offers two distinct reporting avenues: mandatory and voluntary.

Mandatory reporting will encompass critical events such as aviation incidents, accidents, and serious incidents, ensuring all critical safety breaches are promptly documented.

Complementing the mandatory system is the voluntary reporting system, which allows individuals to report current conditions, human factor insights, operational anomalies, and unsafe situations.

It also suggests safety improvements or self-discloses non-compliance.

“This initiative underscores CAAP’s unwavering commitment to enhancing aviation safety across the Philippines,” a CAAP official said.

“By streamlining the reporting process and fostering a more transparent environment, we can address potential hazards and ensure the continued safety of our skies,” he added.

The mandate, in accordance with the Philippine Civil Aviation Regulations, applies to all stakeholders in the aviation ecosystem, including certificated and approved aviation entities, licensed aviation professionals, and any individual with direct knowledge of aviation safety concerns.

The scope ensures comprehensive coverage and encourages widespread participation in the safety reporting process.

While promoting transparency and information sharing, CAAP vowed to protect the confidentiality and integrity of all submitted data, adhering strictly to the Data Privacy Act of 2012 (RA 10173).

The commitment aims to build trust and encourage individuals to report safety concerns without fear of reprisal.

The public can access the Safety Reports Portal at https://safety-reports.caap.gov.ph, a user-friendly platform designed for easy report submission and access to vital safety information.

The safety enhancement measure aligns with global aviation safety standards and best practices, reflecting the vision of President Ferdinand Marcos Jr. and Transportation Secretary Vince Dizon for a modernized, responsive, and secure aviation industry.

By embracing digital solutions and fostering a culture of proactive safety reporting, CAAP is solidifying its commitment to ensuring the safety and security of air travel for all Filipinos, an official said.
