MAKATI CITY, Philippines – A brutal assault on a 25-year-old man with an intellectual disability on an EDSA Carousel bus has ignited outrage, resulting in a child abuse complaint.

The incident, which occurred on June 9, detailed the experience of the victim, known as “Macmac,” who was allegedly beaten and extorted while on the bus.

The case has put the safety of vulnerable individuals on public transportation into the national spotlight.

On Wednesday (July 9, 2025), Macmac’s family, represented by Atty. Angelo de Alban, filed a formal complaint against multiple individuals allegedly involved in the attack.

The complaint named the bus driver and conductor from Precious Grace Transport bus, a security guard who was a passenger, and three unidentified assailants.

De Alban argued that despite Macmac’s age, his intellectual disability renders him unable to defend himself, legally classifying him as a child under Philippine law.

“Although my client is 25, his intellectual disability means he is still considered a child legally. He was unable to protect himself,” De Alban stated in the complaint.

This legal basis allows the family to pursue child abuse charges, which carry significantly harsher penalties than simple assault.

The family is also looking into reports that a taser was used during the attack.

The DOTr has responded immediately by starting a probe into the incident.

President Ferdinand Marcos Jr. has also directed various government agencies to protect vulnerable groups, especially those on public transport.

Transportation Secretary Vince Dizon personally escorted Macmac and his family to the Makati Prosecutor’s Office to file charges.

His department has also suspended the bus driver’s license.

“Our presence sends a strong message: we will protect our fellow citizens with disabilities,” Dizon said.

The DOTr has vowed to provide support and assistance to victims of abuse within the public transportation system.

The department is collaborating with Social Welfare and Development Secretary Rex Gatchalian to develop comprehensive policies that ensure the protection of persons with disabilities (PWDs) in public transport and transit hubs.

“President Marcos has tasked Secretary Gatchalian and myself with developing policies akin to those in other countries that prioritize the care and safety of our citizens with disabilities, particularly in the public transportation sector,” Dizon declared.

Disturbing video footage of the assault, which has gone viral, shows Macmac being violently attacked on the bus.

His family reported that Macmac, who previously traveled independently, is now deeply traumatized and afraid of using public transportation.

“He can travel alone, but he cannot defend himself,” the family lamented, highlighting the apparent indifference of other passengers.

“The passengers on the bus were not aware; that is our concern.”

Macmac is currently receiving psychological support at a government hospital to help him cope with the trauma.
