MANILA, Philippines – A firestorm of controversy has engulfed the Philippines following explosive testimony before the Senate Blue Ribbon Committee that multi-billion peso funds from critical flood control projects were siphoned off to politicians’ pockets.

A former Department of Public Works and Highways (DPWH) official, now under the witness protection program, has painted a damning picture of “kakitocracy” – rule by the worst – and systemic “kleptocracy,” where public resources are allegedly treated as personal fortunes.

Henry Alcantara, former DPWH-Bulacan First District engineer, testified about massive corruption in the government, implicating prominent political figures such as former senator Ramon “Bong” Revilla Jr., Senators Jinggoy Estrada and Joel Villanueva, Ako Bicol party-list Rep. Zaldy Co, and former Caloocan representative Mitch Cajayon-Uy.

Corruption was undertaken through questionable budget insertions.

During a Senate hearing on Tuesday, Alcantara detailed a network of kickbacks and projects that never existed, leaving communities vulnerable to devastating floods.

Co was specifically identified as the alleged “top proponent” of flood control insertions, accused of spearheading a staggering P35 billion in allocations between 2022 and 2025.

Alcantara further claimed that former DPWH Undersecretary Roberto Bernardo informed him of a P300-million General Appropriations Act insertion in 2024, purportedly for Revilla’s senatorial campaign.

The testimony revealed a disturbing trend: a dramatic escalation in kickback percentages across successive presidential administrations, with a deeply entrenched culture of impunity.

Alcantara disclosed the alleged shares of politicians in government projects were:

  • Benigno Aquino III Administration – 10%.
  • Rodrigo Duterte Administration: Reportedly climbed to 12%-15%.
  • Ferdinand Marcos Jr. Administration: Shockingly soared to 25%-30%.

Sen. Mark Villar, former DPWH secretary, and Cajayon-Uy were also named in Alcantara’s affidavit, raising questions about their potential involvement in various project anomalies.

Photo evidence presented during the hearing showed stacks of cash, purportedly linked to a “proponent’s fund” to facilitate alleged fraudulent transactions.

Justice Secretary Jesus Crispin Remulla, who escorted Alcantara to the Department of Justice (DOJ) to formalize his affidavit, stressed the seriousness of the allegations.

“The gravity of the allegations contained within this sworn statement makes it invaluable to the Department of Justice and the Witness Protection Program as we pursue criminal charges, which is the public’s demand,” Remulla said.

Senate President Pro Tempore Panfilo Lacson, chair of the Blue Ribbon Committee, granted Remulla’s request to bring Alcantara to the DOJ, ensuring his return for further questioning.

The allegations have ignited widespread public outrage, fueling demands for a thorough and impartial investigation.

With billions of pesos intended for vital flood control infrastructure potentially misappropriated, the scandal raises critical questions about government accountability and the safety of vulnerable communities.

The scandal underscores the urgent need for systemic reforms to ensure transparency and accountability in government spending and to dismantle the “kakistocracy” that appears to be thriving at the expense of the Filipino people, according to a political analyst.
