MANILA, Philippines – Public outrage has erupted after a driver was caught on video early this week intentionally ramming a 15-year-old student motorcyclist in Teresa, Rizal.

His act led to the permanent revocation of his driver’s license and potential charges of frustrated murder and violation of Republic Act 7610, or the Child Protection Law.

The Department of Transportation swiftly condemned the driver’s actions on Wednesday, triggered by a minor traffic incident, and vowed to hold him accountable.

“That driver has absolutely no right to be on our roads,” acting Transportation Secretary Giovanni Lopez said.

“There is no justification for chasing down and deliberately harming a child, regardless of any perceived damage to his vehicle,” he added.

The video shows the driver pursuing and intentionally colliding with the student’s motorcycle after the teen allegedly scratched his sports utility vehicle (SUV).

The incident highlights the increasing and alarming occurrences of road rage, fueling demands for stricter enforcement of traffic laws and harsher penalties for reckless drivers.

“No explanation can excuse this behavior. As an adult, he should have known better,” Lopez stressed.

The DOTr has directed the Land Transportation Office (LTO) to immediately locate the driver and revoke his license.

The LTO is expected to issue a show-cause order, demanding the driver explain his actions.

The driver’s name is being withheld pending investigation.

Recognizing the severity of the situation, the DOTr is offering legal assistance to the student’s family to pursue legal action against the driver, including charges of frustrated murder and violation of Republic Act 7610, or the Special Protection of Children Against Child Abuse, Exploitation, and Discrimination.

The DOTr’s response sends a clear message: reckless endangerment and violence on the road will not be tolerated.

The case is expected to serve as a precedent for future incidents of road rage, emphasizing the government’s commitment to road safety and the protection of vulnerable road users.
