MANILA, Philippines – Maria Rowena Amelia Villena Guanzon, affectionately known as “Bing,” is a Filipina lawyer, public servant, and politician whose career has been defined by a relentless pursuit of justice and accountability.

Born into a prominent family in Negros Occidental on August 29, 1957, Guanzon’s journey has taken her from the sugarcane fields of her youth to the highest levels of Philippine government, where she has consistently challenged corruption and championed the rights of the marginalized.

After attending Yuba City High School in California as an exchange student, she graduated from Silliman University High School in Dumaguete and then earned an economics degree from the University of the Philippines Diliman.

Driven by a desire to effect change through the legal system, she excelled at the UP College of Law, graduating in the top 10 of her class and earning a dean’s medal.

Furthering her education, Guanzon obtained a master’s degree in public administration from Harvard University’s Kennedy School of Government, where she was an Edward S. Mason fellow and class marshal.

Guanzon’s career began when she was appointed mayor of Cadiz, Negros Occidental, in 1986, following the People Power Revolution.

At just 28 years old, she became the youngest mayor in the Philippines, inheriting a city grappling with the aftermath of the Escalante massacre and the looming threat of local strongman Armando Gustilo.

Undeterred by the danger, Guanzon faced down violence and intimidation, carrying firearms and grenades for self-defense as she worked to rebuild Cadiz.

She was later elected to the same position, serving until 1992.

Beyond her political career, Guanzon has dedicated herself to education and public service.

She taught Election Law and Local Government at the UP College of Law, shaping the minds of future legal professionals.

In 2013, she was appointed commissioner to the Commission on Audit, where she prioritized gender and development initiatives.

However, it was her tenure as a commissioner at the Commission on Elections (COMELEC) from 2015 to 2022 that cemented Guanzon’s reputation as a fearless critic of corruption.

During the contentious 2022 presidential election, Guanzon publicly accused a fellow commissioner of deliberately delaying a decision on disqualification cases against presidential candidate Bongbong Marcos, alleging interference from an “influential senator.”

Her outspokenness, though controversial, highlighted the potential for undue influence within the electoral process and ignited a national debate on transparency and accountability.

Guanzon’s commitment to justice extends beyond her official duties.

She has authored numerous publications on topics such as violence against women, human trafficking, and sexual harassment, demonstrating her dedication to protecting vulnerable populations.

Her book, “The Anti-Sexual Harassment Act: Notes and Cases,” is a testament to her expertise and advocacy in this area.
