Chinese National Linked to Smuggling Arrested at NAIA

MANILA, Philippines – The Bureau of Immigration (BI) has apprehended a Chinese national at Ninoy Aquino International Airport (NAIA) Terminal 1 for alleged violations of Philippine immigration laws and involvement in smuggling activities.

Shi Chaoqun, 50, was arrested on Dec. 5 by BI intelligence operatives after attempting to depart the country.

He was flagged based on information received from the Senate Committee on Agriculture, Food and Agrarian Reform (CAFAR), relayed through the office of Sen. Francis “Kiko” Pangilinan.

The information alleged Shi’s involvement, alongside other foreign nationals, in smuggling operations conducted through business entities established in the Philippines.

Further investigation by BI operatives revealed that Shi Chaoqun violated the conditions of his stay by engaging with a business entity other than the company that sponsored his visa, which is a breach of Philippine immigration laws.

Following his arrest, a medical examination and booking were conducted, and Shi was transferred to the BI Warden’s Facility in Taguig.

“We work closely with our lawmakers and law enforcement agencies to identify, locate, and arrest foreign nationals who abuse our laws,” said BI Commissioner Joel Anthony Viado.

“Let this serve as a strong warning—those who exploit our systems or engage in illicit activities will be pursued, apprehended, and removed from the country. The Philippines will not be a haven for individuals who undermine our legal processes,” Viado said.

BI Spokesperson Dana Sandoval confirmed the arrest and emphasized the agency’s commitment to upholding Philippine laws.

If found guilty, Shi Chaoqun faces deportation and will be blacklisted from re-entering the Philippines.

The BI continues to investigate the extent of his alleged involvement in smuggling and other illegal activities.
