MANILA, Philippines — In a significant move to strengthen its commitment to international humanitarian obligations, the Bureau of Immigration (BI) has formalized enhanced coordination with the Department of Justice (DOJ) on the handling and protection of refugees, asylum seekers, stateless persons, and other Persons of Concern (POC).

This strategic alliance comes as the Philippines fortifies its operational frameworks to address complex protection cases, aligning national immigration processes with global standards.

The initiative follows the DOJ’s recent issuance of comprehensive policy guidelines, which aim to institutionalize clearer and more consistent procedures for POC cases.

These guidelines underscore the Philippines’ unwavering adherence to international humanitarian conventions and the fundamental principle of non-refoulement, ensuring that individuals seeking protection are not forcibly returned to a country where they face serious threats.

In direct support of this crucial framework, the BI has officially established the Bureau of Immigration Protection Unit for Persons of Concern (BIPU-POC). Operating under the direct supervision of the Office of the Commissioner, this specialized unit will serve as the central hub for all immigration-related matters pertaining to POCs.

The BIPU-POC’s mandate is multifaceted, encompassing

Reviewing and acting on DOJ endorsements concerning POC cases.

Coordinating seamlessly with relevant government agencies and international partners.

Maintaining a centralized, robust database of all POC cases for enhanced oversight and tracking.

Ensuring immigration processes are meticulously aligned with both humanitarian standards and national security imperatives.

Atty. Ruben Casibang, the Interim Unit Chief of the BIPU-POC, highlighted the transformative impact of the new unit. “The BIPU-POC significantly enhances the Bureau’s capacity to respond to complex protection cases.

It ensures that applications for refugee and stateless recognition are handled with the utmost consistency, accountability, and due regard for both humanitarian protection and necessary immigration control,” Casibang stated.

Crucially, the new guidelines incorporate robust safeguards designed to prevent the premature removal of individuals from the country while their claims for refugee or stateless recognition are undergoing evaluation by the proper authorities.

Concurrently, stringent monitoring mechanisms and comprehensive documentation requirements remain firmly in place to uphold the integrity and security of the nation’s immigration system.

BI Commissioner Joel Anthony Viado emphasized the Bureau’s unwavering commitment. “The protection of legitimate refugees and other persons of concern is a paramount priority for the Bureau. The Philippines has a long-standing tradition of upholding its humanitarian commitments, and the Bureau of Immigration plays a critical role in translating these commitments into clear, lawful, and orderly procedures,” Viado affirmed. “We are dedicated to protecting those who genuinely seek refuge, in strict accordance with the law, while simultaneously safeguarding our national security and maintaining rigorous immigration control.”

Viado further elaborated that the institutionalization of the BIPU-POC is a pivotal step in strengthening inter-agency coordination between the BI and the DOJ, providing a more structured and efficient framework for addressing refugee and statelessness cases.

“This initiative is fundamentally about striking a delicate balance — compassion anchored firmly in law, and protection anchored unequivocally in accountability,” Viado stressed. “The Bureau remains steadfast in its commitment to ensuring that the Philippines continues to meet its international obligations without compromising the integrity of our borders.”

The BI reiterated its pledge to continue close collaboration with the DOJ and all relevant stakeholders, ensuring the effective, humane, and lawful implementation of policies concerning Persons of Concern.
