MANILA, Philippines – The Bureau of Immigration (BI) is intensifying its partnership with Siargao Island authorities and law enforcement due to growing concerns over the conduct of some foreign nationals, particularly unruly Israeli tourists. Commissioner Joel Viado’s recent visit underscores a concerted effort to promote responsible tourism, enhance public safety, and ensure strict adherence to Philippine immigration and traffic laws.

This strategic move follows an alarming increase in reports of traffic violations and disruptive behavior by foreign visitors, directly impacting the safety and tranquility of Siargao’s residents and legitimate tourists. The BI’s renewed commitment aims to address these issues head-on, particularly after recent incidents involving Israeli nationals.

Capacity Building and Inter-Agency Coordination

As a cornerstone of this enhanced enforcement, the BI will launch comprehensive capacity-building seminars for local government units, tourism officers, barangay officials, and frontline law enforcement agencies. These programs will provide critical training on Philippine immigration laws, proper case referral procedures, identification of potential immigration violations, and effective inter-agency coordination.

“Effective enforcement begins with informed and capable partners,” stated Commissioner Viado. “By empowering our local stakeholders with a deeper understanding of immigration laws, we are constructing a robust, community-driven enforcement network. LTO Collaborates with BI to Address Traffic Violations

Further solidifying this collaborative approach, Land Transportation Office (LTO) Assistant Secretary Markus V. Lacanilao proposed closer coordination with the BI to specifically target traffic violations committed by foreign nationals. This initiative directly confronts issues such as driving without valid licenses, reckless driving, driving under the influence, and other hazardous road offenses linked to serious accidents and public safety concerns in Siargao.

“We commend the LTO for this proactive initiative,” Viado affirmed. “While traffic law enforcement falls under the LTO’s mandate, the Bureau of Immigration will provide crucial support when violations by foreign nationals warrant action under our immigration laws. Through enhanced coordination, we can better protect our communities and ensure Siargao remains a safe and orderly destination for responsible visitors.”

Addressing Unruly Behavior: A Focus on Accountability

This intensified collaboration aims to ensure that foreign nationals who repeatedly violate Philippine laws face appropriate legal and immigration processes. Recent reports highlight a subset of Israeli tourists engaging in disruptive and disrespectful behavior, including disrespecting local customs and engaging in illicit activities, which have accelerated these enforcement efforts. This joint BI-LTO strategy seeks to establish a clear deterrent against such conduct, ensuring accountability for all visitors.
