The DFA also urged Chinese authorities to “safeguard the welfare of the arrested Filipinos and to promptly notify our Foreign Service Posts of their arrest and detention, consistent with the Vienna Convention on Consular Relations and the 2013 Philippines-China Consular Agreement.”

Adding another layer of complexity to this already volatile situation, China had previously imposed sanctions on Secretary Teodoro and his immediate family on June 11, 2026. These punitive measures, which bar them from entering mainland China, Hong Kong, and Macao, and prohibit any business or cooperative dealings with Chinese entities, were attributed to Teodoro’s “erroneous remarks” and his vocal criticisms of Chinese maritime claims and actions in the West Philippine Sea.

The Philippine government unequivocally denounced these sanctions as an “unfriendly act” that further exacerbates bilateral relations.
