MANILA, Philippines – A disturbing incident involving a person with a disability (PWD) who was allegedly assaulted by a security guard within a major mall bookstore has ignited widespread condemnation and prompted an immediate, comprehensive investigation by authorities. A viral video circulating online captured the harrowing moments, depicting the PWD on the floor, crying out in pain after reportedly being repeatedly struck in the chest.

The incident, which occurred on August 27 at approximately 6:00 PM in an SM North EDSA bookstore, stemmed from an accusation of shoplifting. The security guard involved has been placed under preventive suspension while a thorough inquiry is conducted.

Immediate Response and Coordinated Action

Quezon City authorities have swiftly mobilized, with the city’s Persons with Disability Affairs Office (PDAO) leading efforts to provide vital support. Collaborating with the Pasay City government, where the PWD’s family resides, the PDAO is ensuring access to legal assistance and a full spectrum of available services.

“We fully support the Quezon City Police District in their meticulous efforts to ascertain the facts, ensuring a swift, equitable, and lawful resolution,” a city government statement affirmed. The Quezon City Police District (QCPD) has launched an independent investigation, coordinating with social media platforms for evidence and conducting an ocular inspection. Investigators are actively seeking CCTV footage from nearby establishments to establish a comprehensive timeline and context of the events.

Upholding Dignity and Rights

The National Council on Disability Affairs (NCDA) has emphasized the imperative of due process, calling on establishments to guarantee fair treatment and collaborate with law enforcement in such circumstances. An NCDA representative confirmed with store management that the PWD had reportedly attempted to conceal items on multiple occasions.

Despite any accusations, the QC-PDAO unequivocally stressed that no individual, regardless of their disability, should endure abuse, degrading treatment, or any form of inhumane conduct. “Every individual is inherently entitled to dignity, respect, safety, and protection,” the office declared, reaffirming the city’s unwavering commitment to safeguarding the rights and welfare of PWDs.

Police have confirmed communication with the PWD’s family, who have expressed their intent to pursue formal charges against the security guard. The QCPD has pledged to handle the case with absolute impartiality, upholding the rights of all involved parties throughout the legal process. This incident underscores a critical need for enhanced training for security personnel in handling sensitive situations involving vulnerable populations, reinforcing the principle that dignity and safety are paramount for every member of society.
