Philippines Historic Bar Exam: Record Turnout, Inclusive Innovations

MANILA, Philippines – A historic 12,029 examinees began the 2026 Philippine Bar Examinations on September 6, marking the highest first-day turnout ever. This year’s exam, the first under amended Rule 138, highlights a significantly reformed system.

The Supreme Court, led by Associate Justice Samuel H. Gaerlan, chairperson of the 2026 Bar Examinations, admitted 13,441 candidates from 14,291 applicants—both record figures. Examinees include 6,773 women, 285 senior citizens, and 304 persons with disabilities. The diverse group comprises 45.9% first-time takers, 29.5% previous takers, and 24.6% refreshers, ranging in age from 24 to 84.

The Court’s commitment to inclusivity is evident in its handling of technological barriers. Individualized accommodations were provided for candidates facing challenges with digital testing, including those with chronic dry eye, a shoulder injury, limited computer exposure, vision loss, or a hand condition. Additionally, a detained candidate was permitted to take the examination at a local testing center under coordinated security.

The 2026 Bar also features a condensed syllabus, shifting focus from rote memorization to judgment, responsibility, and practical legal application, developed in consultation with law school deans.

This nationwide examination involved 2,469 personnel across 15 testing centers in Luzon, Visayas, and Mindanao. Chief Justice Alexander G. Gesmundo emphasized the ongoing innovation in legal education, urging its continuation beyond the testing centers. Justice Gaerlan reminded candidates of their obligation to help solve the country’s problems, not add to them.

The examinations continue on September 9 (Civil Law and Land Titles and Deeds; Labor Law and Social Legislation) and September 13 (Criminal Law; Remedial Law; Legal and Judicial Ethics; Practical Exercises), with results expected in early January 2027. The 2026 Bar ultimately seeks to identify individuals with the competence, judgment, and character essential for the practice of law.
