DOLE Transforms TUPAD: From Emergency Aid to Sustainable Livelihoods

MANILA, Philippines – The Department of Labor and Employment (DOLE) is launching a transformative evolution of its flagship Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program, shifting its focus from temporary emergency employment to sustainable, long-term economic empowerment. Signed by Secretary Francis N. Tolentino as Administrative Order No. 339, Series of 2026, this new policy establishes a strategic framework to guide disadvantaged Filipino workers towards permanent employment, business ownership, and enhanced earning potential.

This redefined TUPAD program, moving beyond short-term relief, will directly connect qualified beneficiaries with robust pathways to financial independence. Seven flagship initiatives underscore this commitment:

  • SkillPass: Bridging skills gaps with certified training.
  • Tropa Negosyo Trabaho: Fostering micro-business development.
  • Sagip-Trabaho: Providing job placement assistance.
  • KaHanap: Facilitating access to employment opportunities.
  • Match Fund LGU: Leveraging local government unit partnerships for funding.
  • Tulong-Aral: Supporting educational and vocational advancement.
  • Trabahong-Dagat: Opening up opportunities in the blue economy.

The expanded TUPAD targets a broad spectrum of vulnerable populations, including first-time job seekers, youth, the economically disadvantaged, displaced workers, underemployed individuals, and those in the informal sector. It also prioritizes communities affected by calamities, economic disruptions, and business closures, as well as Indigenous Peoples, residents of Geographically Isolated and Disadvantaged Areas (GIDAs), and members of coastal and fishing communities.

In line with President Ferdinand R. Marcos Jr.’s directive to expand social protection, the new guidelines feature a pathway-based assessment. TUPAD beneficiaries will be profiled based on their specific needs and linked to appropriate programs, services, and partner agencies, ensuring tailored access to opportunities.

To bolster program implementation, DOLE will forge stronger collaborations with key government entities and partners, including the Department of Education (DepEd), Bureau of Fisheries and Aquatic Resources (BFAR), Technical Education and Skills Development Authority (TESDA), Public Employment Service Offices (PESOs), Local Government Units (LGUs), employers, and other institutions.

Through these comprehensive initiatives, DOLE aims to create lasting opportunities, ensuring that a greater number of Filipinos, particularly those in vulnerable circumstances, are reached, supported, and empowered towards a more secure future.
