Saudi Arabia Unveils Five Pathways to Citizenship for Foreign Nationals

By TheNATIONWEEK.com News Desk | October 13, 2026

RIYADH, Saudi Arabia – Saudi Arabia has officially outlined five distinct legal routes for foreign nationals and residents to acquire Saudi citizenship, reflecting a structured yet selective approach to naturalization. These pathways, detailed within the Kingdom’s Citizenship System, range from birthright through a Saudi father to naturalization after a decade of residency and exceptional cases granted by royal decree. Each route carries specific eligibility criteria, language proficiency requirements, and, in most instances, necessitates the renunciation of prior nationality.

Key Pathways to Saudi Citizenship:

Birth to a Saudi Father:

Children born to a Saudi father automatically acquire citizenship at birth, regardless of their mother’s nationality or place of birth. This path requires no Arabic language proficiency or renunciation of other nationalities.

Maternal Descent (Conditional):

Children born to a Saudi mother and a non-Saudi father may apply for citizenship upon reaching 18 years of age. Applicants must demonstrate conversational Arabic proficiency and formally renounce any previous citizenship.

Marriage to a Saudi Citizen:

Foreign women married to Saudi citizens become eligible to apply for citizenship after five years of marriage. A conversational level of Arabic and the relinquishment of their original nationality are prerequisites for this application.

Naturalization via Residency:

Foreign nationals who have maintained continuous residency in Saudi Arabia for at least 10 years may apply for naturalization. This is the most stringent path in terms of linguistic requirements, demanding full Arabic proficiency alongside the renunciation of any previous citizenship.

Royal Decree (Exceptional Merit):

Citizenship may be granted by royal decree to individuals possessing exceptional talent or outstanding merit. This highly discretionary route has no fixed residency period, with each case assessed individually by the Saudi leadership. As with most other pathways, it typically requires the renunciation of a previous nationality.

The Kingdom’s citizenship system underscores a careful approach to nationality, with most routes involving specific waiting periods and strict conditions. While individual cases approved by royal decree often demonstrate clear family ties to Saudi nationals or professional distinction, the overall framework emphasizes a meticulous process for integration into Saudi society.
