MANILA, Philippines – The Bureau of Immigration (BI) is pursuing all legal avenues against Chinese national Chen Zhong Zhen, whose case draws parallels to the convicted and dismissed Bamban Tarlac Mayor Alice Guo.

New forensic findings have definitively confirmed Chen’s true identity, strengthening the BI’s investigation into his alleged fraud and misrepresentation.

BI Commissioner Joel Anthony Viado revealed that a dactyloscopy report from the National Bureau of Investigation (NBI) conclusively matched the fingerprints of Chen Zhong Zhen with those of an individual identified as Joseph Cue Sy.

These crucial fingerprints were sourced from NBI clearance records, providing robust forensic evidence that both identities belong to the same person.

“With this development, we are looking at an open-and-shut case,” said Viado. “The fingerprint match provides conclusive proof of identity, and we are now taking the necessary legal steps to ensure that all appropriate charges and immigration actions are pursued.”

The BI has sought assistance from the Office of the Solicitor General (OSG) to explore all legal remedies and ensure the case is prosecuted to its fullest extent. “We will exhaust all legal remedies available to hold accountable those who attempt to deceive authorities through multiple identities,” Viado affirmed.

This case highlights another instance of alleged identity fraud, raising concerns about the misuse of Philippine nationality and echoing the recent legal challenges faced by Mayor Guo.

The BI’s aggressive pursuit of Chen Zhong Zhen signals a firm stance against individuals exploiting the nation’s hospitality through fraudulent means.
