MANILA, Philippines – In a significant intelligence-led operation during Holy Week, the Bureau of Immigration (BI), in close coordination with the Intelligence Service of the Armed Forces of the Philippines (ISAFP), has apprehended a high-profile Chinese national at Ninoy Aquino International Airport (NAIA) Terminal 1 for allegedly masquerading as a Filipino citizen.

The suspect has been identified as Ronxuan Cai, 40, who was taken into custody by BI Intelligence Division operatives upon his arrival from Sepang, Malaysia, on March 30.

Cai is accused of systematically misrepresenting his identity, utilizing the alias Peter Buenaobra Zhuang and actively traveling on a fraudulently acquired Philippine passport despite being a Chinese citizen.

Intelligence gathered by the BI paints a comprehensive picture of his alleged deception, revealing his active use of an array of counterfeit Philippine documents, including a driver’s license, birth certificate, and marriage certificate.

“We meticulously cross-referenced Cai’s biometric information from our existing records with the biometric data associated with his purported Filipino identity,” stated BI Commissioner Joel Anthony Viado. “The conclusive confirmation is that these two individuals are, in fact, one and the same.”

Commissioner Viado highlighted the gravity of Cai’s arrest, citing his alarming affiliations. “We have obtained validated intelligence from government forces indicating Cai’s direct links to the United Front Work Department (UFWD) of the Chinese Communist Party (CCP),” Viado disclosed. “This is undeniably a high-profile case, given his established local influence and extensive reach within various Chinese organizations in the country.”

Further deepening the investigation, intelligence from ISAFP also implicates Cai in connections with Chinese nationals previously arrested for alleged espionage activities in Palawan.

Cai remains under BI custody, awaiting formal charges related to his misrepresentation and alleged connections. 

This arrest sends a clear message regarding the Philippines’ heightened vigilance against those who seek to undermine national security and exploit its sovereign identity.
