MANILA, Philippines – The National Bureau of Investigation (NBI) has apprehended a 19-year-old male in Pampanga, revealing a disturbing connection between popular online gaming platforms and child exploitation. 

The arrest, conducted by the NBI’s Violence Against Women and Children Division (NBI-VAWCD) on June 30, 2026, stems from alleged violations of Republic Act No. 11930, the “Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act.”

The operation was initiated following a critical referral from the Department of Justice – Office of Cybercrime, detailing reports of the online enticement of a minor for the production of child sexual abuse materials. 

The NBI’s subsequent investigation revealed a chilling pattern: the suspect allegedly manipulated a minor, coercing them into sexual activity and the production of explicit images in exchange for Robux, the virtual currency of the online gaming platform Roblox.

Further digital forensic analysis by NBI-VAWCD investigators uncovered a web of exploitation. The suspect was linked to multiple CyberTipline Reports, indicating a broader scheme involving the online enticement of children for sexual exploitation and the dissemination of child sexual abuse materials across various online accounts.

Compounding the evidence, record checks disclosed a prior complaint filed by the mother of a 10-year-old victim. This complaint detailed how the suspect allegedly befriended the child through Roblox, then systematically manipulated her into creating and sending sexually explicit videos, ultimately subjecting her to coercion.

Leveraging extensive cyber and digital forensic expertise, NBI-VAWCD agents positively identified the suspect and secured a Warrant to Search, Seize, and Examine Computer Data (WSSECD). During the warrant’s implementation, agents confiscated the suspect’s mobile device. 

A subsequent forensic examination yielded a grim discovery: numerous child sexual abuse or exploitation materials stored within. Disturbingly, operatives also found the suspect actively communicating online with another 12-year-old child, allegedly attempting further sexual enticement.

The suspect underwent inquest proceedings before the Office of the Provincial Prosecutor in Pampanga on July 1, 2026, facing severe criminal charges under Republic Act No. 11930.

The NBI is committed to an ongoing, exhaustive investigation, including subsequent rescue operations, to identify and locate other potential victims entangled in this alarming modus operandi.

The Bureau resolutely reiterates its unwavering commitment to intensifying its campaign against the online sexual exploitation of children. The NBI urges the public to exercise extreme vigilance and immediately report any information concerning these abhorrent crimes to the nearest NBI Office.
