MANILA, Philippines – In a critical move to safeguard vulnerable populations, the Philippine Bureau of Immigration (BI) has apprehended a 72-year-old Canadian national with a documented history of child sexual offenses, acting on an urgent alert from Canadian authorities. This arrest underscores the nation’s intensified commitment to combating transnational child exploitation, a directive set forth by President Ferdinand R. Marcos Jr.

Immigration Commissioner Joel Anthony Viado identified the suspect as Orville Frank Mader, who was taken into custody on the evening of June 30 in a residential area of Barangay Caingin, Santa Rosa City, Laguna, by operatives from the BI’s Fugitive Search Unit (FSU).

The operation, led by BI-FSU Chief Rendel Ryan Sy, resulted from seamless coordination with Canadian law enforcement, including the Royal Canadian Mounted Police (RCMP) and the Canada Border Services Agency (CBSA), alongside multiple Philippine intelligence and law enforcement agencies. 

Canadian authorities alerted the BI to Mader’s presence after confirming the cancellation of his Canadian passport. While not currently facing new charges in Canada, the advisory highlighted his extensive criminal history of sexual offenses against children, emphasizing his potential risk to minors.

Records shared with the BI reveal a disturbing pattern: Mader was apprehended for alleged sexual offenses against children on two separate occasions in Canada, in 2016 and again in 2022. Furthermore, Canadian authorities reported a long-standing history of similar offenses in Thailand and Cambodia, dating back to the early 2000s, painting a portrait of a persistent global predator.

BI records confirm Mader’s last entry into the Philippines on September 29, 2015, as a temporary visitor. He has since remained in the country without any subsequent extension of stay, rendering him an undocumented and overstaying foreign national in violation of Philippine immigration laws.

“The Bureau of Immigration will never tolerate the presence of foreign predators within our borders,” declared Commissioner Viado. “Protecting Filipino families, especially our children, is an uncompromised priority. Through our proactive #ShieldKids campaign, we are escalating operations against foreign sexual predators, working hand-in-hand with our local and international partners to ensure their swift location, apprehension, and removal from our communities.”

Commissioner Viado lauded the relentless efforts of the FSU for their unwavering focus on cases involving foreign nationals with histories of child sexual abuse and exploitation. He urged the public to actively participate in the #ShieldKids campaign by reporting suspected foreign sexual predators or child exploitation activities to the Bureau of Immigration or via the Council for the Welfare of Children’s Makabata Helpline 1383.

Mader is currently in BI custody and will face immediate deportation proceedings for his violations of Philippine immigration laws, sending a clear message that the Philippines will not be a safe haven for those who threaten its most vulnerable.
