BI Arrests Undocumented Foreigners, Fugitive Nabs

MANILA, Philippines – The Bureau of Immigration (BI) has intensified its enforcement efforts, apprehending foreign nationals engaged in illegal work and capturing a Japanese fugitive. These operations underscore a strong commitment to upholding immigration laws and safeguarding national security.

 Illegal Workers Arrested in Binondo Commercial Hub

In a targeted operation on July 29, BI operatives descended upon a prominent shopping mall in Binondo, Manila, arresting six foreign nationals. These individuals were allegedly engaged in unauthorized retail activities, violating the conditions of their stay and the Retail Trade Act. Authorities are also verifying the identities and citizenship of two individuals who claimed to be Filipino citizens.

“Our immigration laws must be enforced fairly and firmly,” stated Immigration Commissioner Joel Anthony Viado. “Foreign nationals who violate the conditions of their stay, particularly those who engage in unauthorized business activities, will face the full force of the law.”

The arrests followed intelligence reports indicating a surge in foreign nationals working illegally in the area’s commercial establishments. Charges for violating the Philippine Immigration Act of 1940, as amended, will be filed against the apprehended individuals. Commissioner Viado emphasized the BI’s unwavering resolve to sustain operations against illegal foreign workers and their facilitators. “The Philippines welcomes law-abiding visitors and investors, but those who disregard our laws should expect swift enforcement and eventual removal from the country,” he added.

Japanese Fugitive Captured at BI Main Office

In a separate, high-stakes operation on July 31, the BI successfully apprehended 38-year-old Japanese national Koizumi Haruki, a fugitive wanted by Japanese authorities. Koizumi was intercepted at the BI Main Office in Intramuros, Manila, while attempting to extend his visa.

The arrest was a collaborative effort between the BI’s Fugitive Search Unit (FSU), Tourist Visa Section (TVS), and Japanese law enforcement. TVS Chief Raymond Remigio’s initial report, after intercepting Koizumi during his visa transaction, triggered the swift action. FSU operatives, led by Chief Rendel Ryan Sy, immediately verified Koizumi’s records, confirming an active arrest warrant in Japan for violating the country’s Law on the Prevention of Transfer of Criminal Proceeds. Bureau records also revealed his blacklisted status as an undesirable foreign national.

“The vigilance of our frontline personnel once again proved crucial in protecting our country from foreign fugitives,” Commissioner Viado remarked. “This arrest reflects the seamless coordination among our operating units and our steadfast partnership with foreign law enforcement agencies.”

Koizumi is currently held at a BI facility, awaiting deportation proceedings. “We will continue to ensure that the Philippines is never a safe haven for fugitives,” Viado asserted. “Those who attempt to hide here to evade justice abroad will be found, arrested, and sent home to answer for their crimes.”

These recent operations highlight the Bureau of Immigration’s strengthened commitment to national security, the integrity of its immigration processes, and international cooperation in combating transnational crime.
