NNIC Generates Trillions in Revenue, Invests Billions in NAIA Overhaul

MANILA, Philippines – A transformative overhaul of the Ninoy Aquino International Airport (NAIA) is rapidly reshaping the Philippines’ primary air hub, driven by the New NAIA Infra Corp. (NNIC) under its Public-Private Partnership (PPP) concession. Since assuming operations on September 14, 2024, NNIC has remitted a staggering P78 billion to the government while investing P6.8 billion in critical rehabilitation and modernization efforts.

This substantial government revenue, reaching P78 billion by August 15, 2026, stems directly from the concession agreement’s robust financial framework. It comprises a P30 billion upfront payment, a fixed P2 billion annual payment, and a significant 82.16% share of gross airport revenues. These funds are immediately available to bolster public services and vital infrastructure nationwide.

“This concession was meticulously designed to generate substantial and continuous revenues for the government, directly supporting public services and infrastructure while leveraging private sector resources to elevate the airport,” stated NNIC President Ramon S. Ang. “We have achieved remarkable progress in under two years, yet a considerable journey lies ahead. Our investments will persist as we modernize NAIA, ensuring uninterrupted operations.”

A Multi-Faceted Modernization Drive

NNIC’s P6.8 billion investment targets a comprehensive, multi-year modernization program encompassing critical infrastructure, technological advancements, and passenger experience enhancements. Key initiatives include:

Terminal Expansions & Streamlining

Reconfigured and expanded terminal curbsides, including eight new vehicle lanes at Terminal 2 and the opening of Curbs C and D at Terminal 1’s arrivals extension area, significantly alleviating vehicle congestion. A Ground Transportation Center is under construction at Terminal 3 to consolidate and optimize transport services.

Technological Upgrades

 Automated parking systems across Terminals 1, 2, and 3; deployment of 517 biometric-enabled passenger processing units for check-in, security, and boarding, with self-check-in kiosks, automated pre-security gates, and self-boarding gates gaining traction among airlines. Furthermore, NNIC funded 78 new biometric Immigration e-gates at Terminals 1 and 3, dramatically accelerating eligible traveler processing to approximately 20 seconds during peak periods.

Enhanced Passenger Comfort & Services

Over 2,500 new baggage trolleys, 11,820 passenger seats, and 20 new inter-terminal shuttle buses enhance mobility and comfort. WiFi capacity has been upgraded, alongside extensive rehabilitation of power and air conditioning systems, elevators, escalators, walkalators, restrooms, and aging baggage handling systems.

Operational Efficiency

Strategic reassignment of airlines among terminals, reconfiguration of aircraft parking and airside movements, and new performance agreements with airlines and ground service providers are optimizing overall airport operations and setting clearer service standards.

Flood Mitigation & Wayfinding

Critical flood mitigation efforts have cleared nearby waterways and drainage systems, significantly reducing flood risk around NAIA. Wayfinding is being progressively upgraded with modern, intuitive signage and expanded Flight Information Display Systems (FIDS) providing real-time information across all terminals.

Infrastructure Reinforcement

 New passenger boarding bridges are being installed in phases while terminals remain operational. A new North Wing Bus Gate at Terminal 2 is slated for a mid-September opening, expanding remote aircraft stand handling and optimizing gate capacity.

Elevated Passenger Experience

Over 65 new restaurant and retail concepts, alongside new food halls and lounges, have opened in repurposed areas at Terminal 3, with similar enhancements underway at Terminals 1 and 2. This commitment to passenger experience was recognized in March 2026, when NAIA ranked seventh globally for layover food options and sixth for affordable airport lounge access in a study of the world’s 50 busiest airports by UK-based Airport Parking and Hotels.

Accreditation and Capacity Management

In 2025, NAIA received its inaugural Airport Customer Experience Accreditation from Airports Council International. An ACI Airport Service Quality survey revealed a passenger satisfaction score of 4.06 out of 5 across all terminals, surpassing the concession agreement’s 4.0 performance requirement.

These improvements have been implemented while maintaining full airport functionality, a testament to NNIC’s strategic execution. This sustained modernization has enabled NAIA to effectively manage traffic significantly exceeding its original design capacity of approximately 35 million passengers annually. In 2025, the airport served a record-breaking 52.02 million passengers while ensuring stable operations even during peak travel periods.

NNIC’s 15-year PPP concession, which commenced on September 14, 2024, designates the corporation responsible for the operation, maintenance, rehabilitation, and expansion of NAIA, while the airport remains government-owned. This dynamic partnership is not only generating crucial revenue for the nation but is also fundamentally transforming NAIA into a world-class gateway capable of meeting the demands of a rapidly growing travel market.
