MANILA, Philippines – The New NAIA Infra Corp. (NNIC) and Philippine Airlines (PAL) have forged a landmark Airport Use Agreement (AUA), fundamentally reshaping the operational framework for the flag carrier at Ninoy Aquino International Airport (NAIA). This pivotal accord signifies NNIC’s inaugural standardized agreement with an airline under its new management, setting a precedent for enhanced efficiency and accountability at the nation’s primary air gateway.

This transformative agreement introduces critical Key Performance Indicators (KPIs) designed to optimize operational efficiency and align airline performance with the stringent service levels NNIC is mandated to achieve under its government concession. NNIC intends to leverage this PAL AUA as the blueprint for all future agreements with other carriers operating at NAIA, signifying a unified approach to elevating airport-wide standards.

This new framework is engineered to foster consistent performance across all airport operations, significantly improving coordination among the diverse entities involved in passenger, baggage, and aircraft movement through NAIA. Recognizing that a single flight’s success hinges on the synchronized execution of multiple organizations, NNIC aims to eliminate delays in critical areas such as check-in, boarding, baggage handling, ramp operations, and aircraft turnaround, which can cascade across subsequent flights and the entire airport system.

By establishing common performance requirements and unequivocally clear accountability, NNIC will gain enhanced capabilities to monitor service levels, pinpoint operational bottlenecks, and mandate corrective actions when necessary. This proactive approach extends to NNIC’s agreements with ground handling and other service providers, imposing rigorous operating requirements on all companies performing vital functions for airlines within the airport. These comprehensive arrangements are fully compliant with existing government regulations and NNIC’s obligations under the NAIA concession.

Since assuming NAIA operations in September 2024, NNIC has been relentlessly upgrading terminal facilities, airport systems, airfield infrastructure, and passenger amenities while simultaneously tackling longstanding capacity and operational challenges.
