MANILA, Philippines – In a stunning downfall, dismissed mayor of Bamban, Tarlac, Alice Leal Guo has been sentenced to life imprisonment for qualified human trafficking.

The verdict was delivered by the Pasig Regional Trial Court Branch 167 on Thursday, November 20, 2025.

Guo’s conviction marks a pivotal moment in the Philippines’ fight against organized crime and casts a long shadow over her past, intertwined with allegations of espionage and questions surrounding her citizenship and origins.

Guo’s dramatic fall from grace began with the exposure of a massive scam operation disguised as a Philippine Online Gaming Operation (POGO) within her municipality.

The facility, operated by Baofu Land Development Inc. on a sprawling eight-hectare compound, was raided in March 2024 following the daring escape of a Vietnamese worker.

The raid uncovered a horrifying reality: over 700 individuals from various nations, including Filipinos, were being coerced into participating in elaborate “pig butchering” scams, a form of online fraud targeting victims worldwide.

The scope of the operation, coupled with Guo’s initial claims of ignorance despite the compound’s proximity to her office, ignited a firestorm of controversy.

A subsequent Senate investigation revealed that the land on which the POGO compound stood had previously been owned by Guo herself, raising serious questions about her involvement and potential complicity.

A Tangled Web of Deception

The investigation quickly expanded beyond the trafficking charges, delving into Guo’s personal history and raising questions about her identity.

Inconsistencies emerged, suggesting that she had immigrated from China as a teenager, potentially obscuring her true origins and citizenship.

Speculation intensified regarding her alleged association with a Chinese national, Guo Hua Ping, fueling concerns about potential foreign influence and espionage.

The citizenship controversy ultimately led to Guo’s suspension from office and, in July 2024, her disappearance.

An international manhunt ensued, culminating in her apprehension in Indonesia and extradition back to the Philippines to face justice.

Espionage Allegations, International Implications

Beyond human trafficking and money laundering charges, the specter of espionage looms large over the Guo case.

The allegations, which remain under investigation, have further strained relations between the Philippines and China, already fraught with tension over territorial disputes in the South China Sea.

The Chinese embassy has remained conspicuously silent on the matter, adding to the growing unease.

Justice Served, Questions Remain

While the Pasig court’s verdict brings a measure of justice to the victims of the human trafficking operation, many questions surrounding Guo’s background, her alleged ties to China, and the full extent of her involvement in criminal activities remain unanswered.

The court also mandated the seizure of the Baofu compound for government use, signaling a commitment to dismantling these illicit operations.

While Guo attended the verdict via video link, eight of her co-defendants were acquitted, underscoring the complexities of the case.

A Regional Crisis: The Rise of Transnational Scams

The Guo case has brought into sharp focus the alarming proliferation of transnational scam operations across Southeast Asia.

A recent United Nations report estimates that victims in the region lost a staggering $37 billion in 2023 alone.

The emergence of these scam centers in the Philippines coincided with the expansion of POGOs under the previous administration, a policy that President Ferdinand Marcos Jr. has since reversed, banning offshore gambling operations in an effort to curb these illegal activities.

A Turning Point?

Guo’s sentencing represents a significant victory in the fight against human trafficking and organized crime in the Philippines.

However, the case serves as a stark reminder of the challenges posed by transnational criminal networks and the need for continued vigilance and international cooperation to combat these threats.

The unresolved questions surrounding Guo’s background and alleged ties to China ensure that this case will continue to resonate both nationally and internationally, prompting a deeper examination of the vulnerabilities that allow such operations to flourish.
