Chinese Fugitive Nabbed at NAIA After Interpol Alert

PASAY, Philippines – A Chinese national wanted for allegedly embezzling billions of pesos has been apprehended at Ninoy Aquino International Airport (NAIA).

Thanks to a sophisticated early warning system installed by the Bureau of Immigration (BI).

Hao Bin, 57, was intercepted at NAIA Terminal 1 on Dec. 1 while attempting to transit from Singapore to the United States.

His arrest was triggered by a “hit” from the BI’s Advance Passenger Information System (APIS), a system designed to flag potential threats and persons of interest before they even arrive in the country.

“The APIS system proved its worth once again, allowing us to prevent a wanted criminal from using the Philippines as a transit point,” said BI Commissioner Joel Anthony Viado.

According to BI INTERPOL Unit Chief Peter David de Guzman, the APIS system flagged Hao prior to her arrival.

Hao is the subject of an Interpol red notice issued in 2024, stemming from charges filed by the Qingdao Economic and Technological Development Zone Branch of the Qingdao Public Security Bureau of Shandong Province in 2023.

Chinese authorities allege that between 2019 and 2022, Hao and accomplices exploited their positions to embezzle over CNY 977.85 million or P8.1 billion.

If convicted under Article 272 of Chinese criminal law, she faces a maximum sentence of 15 years in prison.

Following the apprehension, BI Interpol immediately contacted their Chinese counterparts, who have since secured Hao’s return to China to face justice.

The successful operation highlights the effectiveness of international cooperation and the Philippines’ commitment to preventing its borders from being exploited by criminals.
