NAPOLCOM Dismisses Police Staff Sergeant for Indecent Social Media Content, Cites Damage to PNP Reputation

MANILA, Philippines – The National Police Commission (NAPOLCOM) has ordered the dismissal of Police Staff Sergeant (PSSg) Alexis Karil O. Sabater from the Philippine National Police (PNP) for posting sexually suggestive, indecent, and immoral content on his publicly accessible social media account, “Semi Pogi.”

The unanimous decision, which reached “en banc” on Saturday, Dec. 6, underscores NAPOLCOM’s commitment to upholding the integrity and ethical standards of the police force.

The videos in question, uploaded between April and June 2025, depicted acts deemed degrading and inappropriate, including simulating sexual acts, displaying women receiving massages with visible breast exposure, and featuring children drinking milk while the officer consumed alcohol.

Sabater also held papers with vulgar slang terms for sexual intercourse and was shown slapping a woman and forcing her to eat food.

NAPOLCOM Chief Commissioner Ralph Calinisan initiated a “motu proprio” investigation into the matter, emphasizing the gravity of the situation.

“Ito po ay malinaw na insulto sa dignidad ng mga kababaihan — pulis pa naman siya,” Commissioner Calinisan stated.

“Ako po ang nag-order ng motu proprio investigation dito. Magsilbing babala po ito sa mga vloggers: ‘Use your influence with prudence and be responsible when posting on social media.'” (This is a clear insult to the dignity of women – especially since he is a police officer. I ordered the *motu proprio* investigation. Let this serve as a warning to vloggers: ‘Use your influence with prudence and be responsible when posting on social media.’)

The dismissal highlights the zero-tolerance policy for behavior that undermines public trust and tarnishes the reputation of the PNP.

Sabater’s actions directly violated PNP Memorandum Circular No. 2024-077, which prohibits the unauthorized use of police uniforms in social media content.

Despite this, he appeared in uniform in several videos and publicly identified himself as a police officer on his Facebook page, further compounding the offense.

He was also not authorized as a PNP content creator.

In his defense, Sabater argued that the videos were intended for personal entertainment and that he did not intend to promote immorality or damage the PNP’s reputation.

He also claimed to have removed the videos after concerns were raised and that he sought to earn supplementary income for his family through online content creation.

However, NAPOLCOM rejected the arguments, emphasizing that public perception, not the respondent’s intent, is the controlling standard.

Calinisan stressed that the videos were explicitly sexual, degrading to women, and readily accessible through an account that identified Sabater as a member of the PNP.

“The Commission UNANIMOUSLY found PSSg Sabater GUILTY of Conduct Unbecoming of a Police Officer and ordered his DISMISSAL FROM THE POLICE SERVICE,” Commissioner Calinisan declared, emphasizing NAPOLCOM’s commitment to resolving administrative cases within 60 days as part of its zero-backlog policy,” reads the order.

The decision serves as a stark reminder to all PNP personnel about the importance of maintaining professional conduct both on and off duty, particularly in the age of social media.
