MANILA, Philippines – A high-stakes drama is unfolding as Sarah Discaya, a central figure in a multi-trillion peso corruption scandal involving fictitious flood control projects, surrendered to the National Bureau of Investigation (NBI) on Tuesday.

The surrender comes amid public anger and President Ferdinand Marcos Jr.’s bold pledge to imprison corrupt officials – the “big fish” – before Christmas, vowing they would “rot in jail.”

Discaya potentially faces a life sentence if convicted.

The case centers on an alleged P96.5 million “ghost project” in Davao Occidental, triggering malversation complaints filed by the Office of the Ombudsman in Mindanao.

Assistant Ombudsman Mico Clavano stated on Friday, Dec. 5, that the charges are non-bailable, pending a court finding of probable cause.

While an arrest warrant has yet to be formally issued, Discaya’s lawyer, Cornelio Samaniego, cited President Marcos’ public assurance of its imminent release as the reason for her surrender.

Samaniego affirmed Discaya’s intention to fully cooperate with the investigation.

Adding fuel to the fire, Roma Rimando, president of St. Timothy Construction – a company allegedly linked to Discaya – also surrendered to the Pasig City Police on Monday.

Rimando, like Discaya, is a respondent in the Ombudsman Mindanao’s malversation complaint.

Samaniego, also representing Rimando, stated that his client surrendered her passport as a demonstration of her commitment to facing the legal process.
