MANILA, Philippines – The Philippines is grappling with a burgeoning debate over online expression and its legal boundaries as two high-profile cyber libel cases dominate the national conversation.

Batangas 1st District Rep. Leandro Leviste and business magnate Enrique Razon Jr. have both filed separate lawsuits, highlighting the growing tension between public figures, government officials, and the potential for online statements to trigger legal repercussions.

The cases raise critical questions about the balance between freedom of speech and the protection of reputation in the digital age, with significant implications for political discourse, government accountability, and the future of online expression in the country.

Leviste Accuses PCO Official of Defamation, Seeks P110 M in Damages

Leviste has launched a P110-million cyber libel suit against Presidential Communications Office (PCO) Undersecretary Clarissa “Claire” Castro, alleging a deliberate campaign to tarnish his reputation.

The lawsuit, filed in a Batangas regional trial court, centers on statements Castro purportedly made accusing Leviste of illegally selling companies holding congressional franchises without proper authorization.

According to Leviste’s legal counsel, Ferdinand Topacio, Castro’s remarks constitute a “targeted attack” against the congressman, a vocal critic of the administration known for his scrutiny of alleged misuse of public funds.

The core of the dispute revolves around Castro’s assertions regarding Leviste’s alleged sale of a solar energy company.

“I did not sell a franchise because I do not have a company with a franchise that I sold,” Leviste said.

“The company I sold did not have a franchise. I do not wish to hurt Usec. Claire Castro; I simply need to defend my name.”

Castro, while acknowledging she has yet to receive the formal complaint, maintains that her remarks were based on Leviste’s own public pronouncements and information obtained from the Office of the Ombudsman.

She suggested the lawsuit was a strategic maneuver to silence her from further commenting on the matter, raising concerns about the potential for libel suits to be weaponized as a tool to stifle dissent, particularly when government officials engage in public discourse with their critics.

The forthcoming legal proceedings are expected to be closely monitored for their implications on free speech, government accountability, and the potential chilling effect such lawsuits may have on public discourse.

Razon Files Cyber Libel Complaint Vs. Barzaga Over Bribery Allegations

In another development, business magnate Enrique Razon Jr. has initiated legal action against suspended Cavite 4th District Rep. Francisco Barzaga, filing a cyber libel complaint at the Makati City Prosecutor’s Office on Wednesday, January 14, 2026.

The complaint stems from a Jan. 9 Facebook post by Barzaga, in which he claimed that Razon bribed lawmakers from the National Unity Party (NUP) to secure support for former House Speaker Martin Romualdez.

Razon’s legal team has called Barzaga’s claims baseless and defamatory, prompting the filing of the suit.

“I filed a complaint for cyber libel. This was the Facebook post that Congressman Barzaga made on his Facebook account last January 9th. What we consider to be the defamatory statements,” Razon told reporters after submitting the complaint.

Barzaga, currently serving a 60-day suspension without pay from the House of Representatives for previous controversial social media posts, has publicly defended his allegations in a Facebook video.

He declared that he intends to present evidence in both Congress and the courts, alleging that NUP Chairman Ronaldo Puno has filed multiple cases against him regarding his disclosure of alleged multi-million peso payments received by NUP candidates from Razon during elections.

“Our country is controlled by wealthy businessmen, and Razon is the most powerful of them all. But good must always stand against evil, no matter how wealthy and influential that evil is,” Barzaga said.

In response to the filing of the cyber libel complaint, Barzaga posted on Facebook, stating his readiness to confront Razon in court, adding the hashtag “#IkulongSiRazon” (Jail Razon), further escalating the public feud.

The Makati City Prosecutor’s Office has issued a subpoena for Kiko Barzaga in relation to the cyberlibel case filed by Enrique Razon.

The case highlights the escalating use of social media as a platform for serious political accusations and the potential legal ramifications that can arise from online statements.

The outcome of the case is likely to set a crucial precedent for future cyber libel cases involving public figures and allegations of corruption, particularly within the context of the digital age and the proliferation of online information.
