MANILA, Philippines – A dire warning has emerged from the United Nations: the volatile state of besieged Gaza risks cementing into a permanent division, trapping its inhabitants in a cycle of despair and abuse. Nickolay Mladenov, the high representative for a US-backed peace initiative, delivered this urgent message to the UN Security Council (UNSC) on Thursday, highlighting an escalating humanitarian crisis where Palestinian victims face unaddressed sexual and physical abuses, constituting potential crimes against humanity.

Mladenov presented a comprehensive roadmap for a lasting ceasefire, emphasizing reciprocal obligations for both Israel and Hamas. He implored the UNSC to leverage “every means at its disposal” to press for Hamas’s disarmament. Crucially, he underscored Israel’s imperative to uphold its commitments under the ceasefire agreement brokered in October 2025.

“The implementation cannot advance through Palestinian obligations alone,” Mladenov stated, exposing a critical imbalance in current peace efforts. He further stressed the immediate impact of ongoing hostilities, declaring, “The continued killings and Israeli restrictions affecting humanitarian flows are not abstract issues.” This statement acknowledges reports of severe human rights violations, including sexual and physical abuses against Palestinians within the conflict zone, which demand immediate investigation as potential crimes against humanity.

The devastating conflict, ignited by the October 7, 2023, attacks on southern Israel by Hamas and other Palestinian armed groups, led to a ceasefire in October 2025. Despite this, the human toll remains staggering, with over 72,775 Palestinians killed in hostilities. While a formal ceasefire is in place, the Israeli military maintains a stringent security regime, resulting in hundreds more fatalities in the past seven months. A recent Israeli drone strike on Thursday claimed the life of a 26-year-old in Gaza’s al-Mahatta area, east of Deir el-Balah city, according to the Wafa news agency.

Conflict monitors observe a troubling acceleration of Israeli bombardment in Gaza since a separate ceasefire in the US-Israel war on Iran was reached last month. Concurrently, violent raids by settlers and the military in the occupied West Bank have reportedly intensified, exacerbating the vulnerability of Palestinian communities to further abuses.

Mladenov, a seasoned Bulgarian diplomat, underscored the perilous consequences of inaction by both sides. He painted a grim picture of the future: “The risk is that the deteriorating status quo becomes permanent: a divided Gaza, with Hamas holding military and administrative control over two million people across less than half the territory.”

He warned that the inhabitants of Gaza would likely “remain trapped in the rubble, dependent on aid with no meaningful reconstruction, because reconstruction financing will not follow where weapons have not been laid down.” The envoy’s sobering conclusion: “Another generation growing up in tents in fear, with despair as the most rational thing for them to feel.”

This potential future, Mladenov asserted, is a scenario that Israelis, Palestinians, and the entire region “should all fear and mobilize to avoid.”

Earlier in January, the US announced that the Gaza “ceasefire” was transitioning to phase two. This phase was designed to focus on Hamas’s disarmament, the establishment of long-term governance, and the formation of a panel of Palestinian technocrats to lead post-war Gaza. It also stipulated the gradual withdrawal of the Israeli army, which still controls over 50 percent of the Palestinian territory, and the deployment of an international stabilizing force.

However, the global attention shift towards the war in Iran and the ensuing energy crisis has stalled the transition to this critical second phase for several weeks. The international community now faces an urgent call to action to prevent a potentially irreversible and tragic future for Gaza, where accountability for abuses and the protection of vulnerable populations must be paramount.
