MANILA, Philippines – The Department of Labor and Employment (DOLE) is addressing critical issues affecting the public sector workforce, with Secretary Francis N. Tolentino committing to enhance protections for vulnerable government employees and promote robust tripartite dialogue. This pledge was made during a recent flag-raising ceremony at the DOLE Central Office, where the Secretary engaged with labor leaders.

Secretary Tolentino, known for fostering open communication with labor advocates, invited Dr. Annie Enriquez-Geron, President of the Public Services Labor Independent Confederation (PSLINK), to speak. Dr. Geron delivered a powerful message outlining urgent concerns for public-sector workers.

Her address detailed the precarious status and lack of comprehensive protection for government employees under job order and contract arrangements. Dr. Geron emphasized the need to strengthen existing safeguards, noting that despite their vital contributions, these workers often remain in vulnerable positions. She advocated for reinforcing Executive Order No. 180, which empowers public-sector workers to organize and supports the Public Sector Labor-Management Council.

“We urge your leadership to issue a department order that will provide comprehensive protection and safeguard the rights of job order and contract workers,” Dr. Geron passionately appealed.

Highlighting DOLE’s commitment to tripartism on the global labor stage, Dr. Geron emphasized the Department’s dedication to dialogue, even amidst differing perspectives and challenges. She expressed a strong belief in a robust DOLE, stating, “No other agency truly embodies and promotes tripartism. This department, despite criticism from the labor sector, must not weaken. We desire a stronger DOLE because, ultimately, no other agency consistently champions tripartism with dedication and patience.”

Secretary Tolentino affirmed DOLE’s proactive stance, assuring public sector workers that the Department will address the raised concerns. He emphasized ongoing collaboration with tripartite partners to protect job order and contractual government employees while reinforcing DOLE’s international labor advocacy.

“You can rely on us within the bounds of the law, and if there are new Supreme Court decisions, please send them to me. Our office remains open to suggestions, especially from the public sector,” Secretary Tolentino responded, inviting further input.

The event saw broad participation from local officials and labor stakeholders representing various local government units in Cavite, Rizal, and Laguna, alongside DOLE undersecretaries, assistant secretaries, directors, and senior officials. This diverse attendance underscored DOLE’s commitment to stakeholder engagement.

This impactful gathering solidified collaboration between government, labor organizations, and workers, reinforcing DOLE’s dedication to providing accessible, responsive, and worker-centered public service under Secretary Tolentino’s leadership.
