MANILA, Philippines – Department of Health (DOH) Secretary Teodoro “Ted” Herbosa submitted his resignation to President Ferdinand Marcos Jr. on Monday, July 13, 2026, citing significant health challenges that prevent him from fully dedicating himself to his leadership role.

Sources indicate that Herbosa’s decision stems from the need for extensive rehabilitation following a recent medical procedure.

According to reports, Secretary Herbosa conveyed that the operation served as a stark realization of the need to prioritize his well-being. He reportedly informed colleagues that medical professionals have recommended three to four months of rehabilitation, during which he acknowledges he would be unable to fully execute his duties. “I find it unfair that I will not be able to devote my full time and effort to important matters of the DOH,” Herbosa was quoted as saying.

Herbosa, a seasoned physician and former health undersecretary, was appointed Health Secretary in 2023, having previously served as a key public health advisor to the administration. His tenure, if his resignation is accepted, has been marked by a mix of healthcare reforms and a series of high-profile controversies.

Among the serious allegations and issues that have surfaced during his time as Secretary are:

  • Graft and corruption complaints related to a substantial P1.8-billion mobile clinic procurement program.
  • Widespread criticism concerning billions of pesos’ worth of expired medicines and the questionable distribution of psychiatric drugs.
  • Accusations of bribery and misuse of public funds.
  • Claims that the Medical Assistance for Indigent and Financially Incapacitated Patients (MAIFIP) program has been exploited for political gain.

Secretary Herbosa has consistently denied any wrongdoing, and the DOH has maintained that its programs adhere to government regulations and are designed to enhance access to vital healthcare services. These complaints are reportedly still under active investigation.
