MANILA, Philippines — A senior police officer stands on the brink of dismissal from service after being accused of ramming, assaulting, and threatening to kill a college student—an alleged act of on-duty abuse compounded by evidence of intoxication—prompting the National Police Commission (NAPOLCOM) to launch a full, priority investigation.

The complaint, filed by 20-year-old college student “Ace,” names Police Senior Master Sergeant (PSMS) Don Carlos Almonidovar of the General Trias Component City Police Station. The incident unfolded around 11:30 p.m. on August 27 along Governor’s Drive, Barangay San Agustin, Trece Martires City, after Ace made a U-turn ahead of Almonidovar’s vehicle. What should have been a routine traffic matter escalated into alleged brutality: Ace claims the officer deliberately rammed his motorcycle, physically attacked him, struck him with a firearm, issued profane threats, and explicitly threatened to kill him. Ace’s companion, 19-year-old “Andrie,” was also present during the ordeal.

Both students were taken to the police station, where attempts were reportedly made to settle the matter informally—an apparent effort to contain the incident. A breathalyzer test later confirmed that Almonidovar had consumed alcohol at the time.

On Wednesday, September 2, NAPOLCOM formally directed its Inspection, Monitoring, and Investigation Service (IMIS) to conduct a thorough, impartial probe. Commissioner Ralph Calinisan made clear the stakes: if the allegations are substantiated, Almonidovar faces administrative charges of grave misconduct and conduct unbecoming of a police officer—penalties that carry dismissal from the service.

“There is justice in the Philippines. Our government works to improve the lives of every Filipino,” Calinisan stated firmly. “We will not allow ordinary citizens to be harmed, oppressed, brutalized, threatened, or covered up by any police officer. As long as NAPOLCOM stands, the public can count on us to act—and to uphold their rights. This is for the people. You can all depend on it.”

Almonidovar and the police investigator assigned to the case were ordered to appear before NAPOLCOM at 8:30 a.m. on Thursday, September 3, to explain their side and respond under oath as part of the Commission’s fact-finding process.

The case sends a clear message: police power is a public trust—not a license to abuse. NAPOLCOM’s decisive intervention underscores that accountability is not optional, and that no officer is above the people they swore to serve.
