MANILA, Philippines – The Philippines is grappling with a severe mobility crisis, exacerbated by surging global oil prices amidst escalating US-Israel-Iran conflicts. 

However, this is more than a mere fuel shock; it’s a stark revelation of a transport system fundamentally biased against its public, leaving 94% of the population without private vehicles crippled.

A recent Solidarity Statement from 124 organizations underscores the immediate and devastating impact: plummeting driver earnings, stranded commuters, and precarious employment for countless Filipinos. 

This systemic breakdown is directly attributable to policies favoring private transport and urban planning that is actively hostile to pedestrians and cyclists. Current “Libreng Sakay” (Free rides) initiatives, while offering temporary relief, are mere palliatives that fail to address the critical deficit of efficient public transportation.

A Call for Human-Centered Transport: Demands for Systemic Reform

Immediate and decisive government action is imperative, focusing on three critical areas:

Guarantee Reliable Public Transportation

Implement “Siguradong Sakay” via Net Service Contracting

  • Reallocate and increase DOTr funds to establish robust net service contracting, ensuring consistent public transport, sustainable driver support based on kilometers, and effective route maintenance.

Decentralize Public Transport Authority

  • Exempt Local Government Units (LGUs) from LTFRB Certificate of Public Convenience (CPC) requirements, empowering them to directly provide tailored public transport services responsive to local needs.

Extend Train Operating Hours

  • Expand LRT-1, LRT-2, MRT-3, and PNR operating hours until midnight, including limited holiday service, to adequately meet peak demand and improve accessibility.

Protect Driver Livelihoods

Prompt Equity Subsidy Release

  • The DOTr must immediately disburse the promised ₱400,000 equity subsidy for modern Public Utility Vehicles (PUVs) to alleviate crushing loan debts.

Impose Loan Payment Moratorium

  • Implement an immediate moratorium on loan payments for modern PUV units, offering crucial and timely financial relief to drivers.

Champion Fuel-Efficient Alternatives

Lift Bans on Light Electric Vehicles (LEVs) and E-Trikes

  • The LTO and LGUs must revoke all national highway bans on LEVs and e-trikes, aligning with the EVIDA Law and National Transport Policy. This must be coupled with supportive infrastructure and tax incentives.

Prioritize Energy-Efficient Transport Lanes

    Dedicated PUV Lanes

  • Replicate the successful EDSA Busway nationwide to enhance public transport efficiency.

    Emergency Pop-Up Bike/Pedestrian Paths

  • Establish low-cost, rapidly deployable infrastructure in line with the President’s Energy Emergency Order.

    Fund Micromobility Infrastructure

  • Invest in a comprehensive network of protected micromobility lanes with appropriate speed limits, dedicated pedestrian paths, and natural shading to encourage sustainable travel.

Government’s Mandate: Rectify a Broken System Now

This escalating crisis unequivocally demonstrates that mobility is an undeniable human right. The burden disproportionately falls on drivers, commuters, and workers. Temporary fixes are no longer sufficient. What is urgently needed is clear, immediate, and lasting systemic change. 

The government possesses the power to rectify this profound failure. The time for a safe, humane, and truly inclusive transportation system is not later, but now.
