BI Intercepts Two Trafficking Victims Bound for Indonesia, Uncovers Repeat Offenses

MANILA, Philippines – The Bureau of Immigration (BI) has intercepted two outbound passengers at Ninoy Aquino International Airport (NAIA), suspected victims of illegal recruitment and human trafficking, furthering President Ferdinand Romualdez Marcos Jr.’s intensified campaign against this crime.

The two passengers, a 31-year-old male and a 30-year-old female, were stopped on May 4 at NAIA Terminal 3 while attempting to depart for Bali, Indonesia, on a Cebu Pacific flight. Initially posing as tourists, both later admitted their true destination was Batam, Indonesia, where they intended to work as a customer service representative and online gaming live streamer. Their admissions during secondary inspection revealed recruitment for employment abroad under suspicious circumstances.

Disturbingly, records show both individuals were previously trafficked in 2024, having exited the country via illegal migration corridors to work in Cambodia. Despite returning to the Philippines in 2025, they again attempted to leave under similarly questionable arrangements. One victim’s poignant quote, “Pagkatapos mag ‘tour’ maghahanap na kami ng trabaho,” highlights the deceptive nature of these schemes.

BI Commissioner Joel Anthony Viado issued a stern warning against falling prey to deceptive recruitment, especially repeat attempts that expose individuals to grave risks. “It is alarming that despite previous victimization, some individuals still fall into the same schemes. This highlights the persistent and evolving tactics of trafficking syndicates. We urge our kababayans to remain vigilant—these offers may seem legitimate, but they often lead to exploitation. The Bureau will continue to strengthen border controls to protect Filipinos from these threats,” he emphasized.

The BI immediately referred the passengers to the Inter-Agency Council Against Trafficking (IACAT) for assistance and case build-up.
