BI Arrests US Healthcare Fraud Fugitive in $2 Billion Scheme

MANILA, Philippines – In a fight against international financial crime, the Philippine Bureau of Immigration (BI) has apprehended a high-priority American fugitive wanted by the FBI for allegedly orchestrating a monumental healthcare fraud scheme exceeding $2 billion. This arrest aligns with President Ferdinand R. Marcos Jr.’s directive to bolster border security and prevent the Philippines from becoming a haven for foreign criminals.

BI Commissioner Joel Anthony Viado announced the capture of 60-year-old Herbert Leon Kimble in Pasig City on June 11. Agents from the BI’s Fugitive Search Unit (FSU), working with government intelligence officers, successfully apprehended Kimble in a commercial area.

Kimble is the subject of a federal arrest warrant issued by the United States District Court in South Carolina. He is accused of masterminding a sophisticated scheme that defrauded U.S. government-funded healthcare programs through the fraudulent marketing and distribution of unnecessary orthopedic braces, which were then illicitly billed to Medicare.

“The Philippines will not serve as a sanctuary for those seeking to evade justice in their home countries,” stated Commissioner Viado. “This arrest underscores our unwavering commitment to collaborating with international law enforcement partners, ensuring that foreign nationals who threaten public safety are located, arrested, and removed from our communities.”

Kimble was deported on June 18 and has been permanently placed on the BI’s blacklist, barring his future entry into the Philippines.
