MANILA, Philippines – In Siem Reap, Cambodia, the Philippine Bureau of Immigration (BI) played a pivotal role in the 29th ASEAN Directors-General of Immigration Departments and Heads of Consular Affairs Divisions of Ministries of Foreign Affairs Meeting (DGICM) on June 24-25, 2026. The gathering underscored a regional commitment to fortify border security while streamlining legitimate travel and commerce.

Leading the Philippine delegation, Immigration Commissioner Joel Anthony Viado engaged with top immigration and consular officials from Southeast Asia. Discussions focused on critical areas: enhancing regional cooperation in border management, advancing migration governance, improving immigration intelligence, and optimizing travel facilitation.

The annual DGICM serves as ASEAN’s premier forum for addressing the complexities of migration and border security. Key challenges included the persistent threat of transnational crime, irregular migration, people smuggling, and the impact of technological advancements on immigration operations.

During the high-level meeting, the Philippines showcased its proactive efforts to modernize immigration services and strengthen border controls through technology-driven initiatives. 

The BI reaffirmed its dedication to deeper collaboration with ASEAN member states, emphasizing strategic information sharing, targeted capacity building, and synchronized responses to security threats.

“In an era where migration patterns are increasingly complex and criminal networks operate with unparalleled cross-border fluidity, no single nation can effectively confront these challenges alone,” stated Commissioner Viado. “The Philippines remains committed to collaborating with our ASEAN partners. Together, we can build smarter, more secure, and resilient immigration systems that safeguard our borders while facilitating legitimate travel, tourism, trade, and vital exchanges.”

Viado further articulated the Bureau’s pursuit of its ambitious “S.M.A.R.T. Immigration Authority by 2040” vision. This strategic blueprint outlines a future where the BI is Sustainable, Modernized, Adaptive, Resilient, and Trusted – a transformation achieved through responsible technology integration and strengthened international partnerships.

He concluded, “The future of immigration hinges on balancing security imperatives with the necessity of mobility. By embracing innovation while upholding principles of transparency, accountability, and respect for human rights, we can ensure our borders remain both secure and responsive to the demands of our interconnected global landscape.”

The BI’s active participation in the 29th DGICM powerfully reiterates the Philippines’ commitment to regional solidarity and collective action – foundational pillars for fostering a safer, more secure, and connected ASEAN community.
