MANILA, Philippines – The Bureau of Immigration (BI) Fugitive Search Unit (FSU), in collaboration with international law enforcement, apprehended an American national wanted by U.S. authorities for violent assault. This high-profile arrest highlights President Ferdinand Romualdez Marcos Jr.’s directive to prevent the Philippines from becoming a sanctuary for international fugitives.

James Charles Davis, 53, was arrested on the evening of August 5 at a condominium on J.P. Laurel Avenue, Barangay 20-B Poblacion, Davao City. The operation involved a coordinated effort between the BI-FSU, the U.S. government, the Criminal Investigation and Detection Group Regional Field Unit 11, Davao City Police Office Station 18, and various intelligence agencies.

The apprehension followed a direct request from the U.S. government for BI assistance regarding Davis. He is the subject of an active arrest warrant issued by a Massachusetts trial court earlier this year for two counts of assault with a dangerous weapon and one count of assault under Massachusetts law.

BI records indicate that Davis entered the Philippines as a tourist on March 4. Subsequent checks confirmed no record of visa extension or conversion, making him an overstaying foreign national in violation of Philippine immigration laws.

BI Commissioner Joel Anthony Viado emphasized the importance of this arrest, stating, “This operation unequivocally demonstrates the Bureau’s commitment to collaborating with our international law enforcement partners. The Philippines will not serve as a safe haven for individuals seeking to evade justice in their home countries. When credible intelligence is provided, the BI will act decisively, locate these individuals, and enforce our immigration laws.”

Davis is currently in the temporary custody of Davao City Police Office Station 18, pending his transfer to Manila for further processing and eventual deportation.
