Court Rules: Alice Guo ‘Undoubtedly Chinese’

MANILA, Philippines – A Manila regional trial court (RTC) has ruled that Alice Guo is “undoubtedly Chinese,” bolstering the Bureau of Immigration’s (BI) ongoing efforts to deport the embattled former mayor and safeguard national security.

The decision to void Guo’s mayorship of Bamban, Tarlac strengthens the BI’s case against her and aligns with President Ferdinand Marcos Jr.’s directive to protect national sovereignty.

Immigration Commissioner Joel Anthony Viado stressed that the ruling exposes attempts to circumvent immigration and election laws, highlighting the danger of foreign nationals infiltrating public office using falsified documents and fabricated identities.

“This is a major win for the national government,” Viado stated.

“This case reveals how a foreign national was able to infiltrate public office using false documents and a fabricated identity. The Bureau has long initiated deportation proceedings against Guo, and this court decision further cements our legal basis while supporting the government’s ongoing efforts to protect our borders and institutions.”

The court’s decision on the quo warranto petition, filed by the Office of the Solicitor General, hinged on the absence of civil registry records for Guo’s alleged Filipino parents and fingerprint analysis by the National Bureau of Investigation.

This analysis confirmed that Guo is, in fact, Guo Hua Ping, a Chinese citizen who entered the Philippines in 1999 under a Special Investors Resident Visa.

“This case highlights the dangers of foreign infiltration and how it can threaten national security from within,” Viado said.

“It is our duty at the Bureau of Immigration to detect, deter, and remove foreign nationals who misrepresent themselves to gain access to positions of power.”

Guo has been detained for nearly 10 months, facing charges of qualified human trafficking, money laundering, and graft, all allegedly linked to her connections with a transnational criminal network operating scam hubs in Bamban.

The BI reaffirmed its support for the ongoing investigations and ensured Guo is held accountable under the law.

Viado emphasized the bureau’s vigilance against identity fraud and foreign interference.

“The Filipino people deserve leaders who are truthful, transparent, and legitimately Filipino.”

The case continues to draw national attention, raising crucial questions about immigration procedures, election integrity, and the vulnerability of public institutions to foreign influence.
