MANILA, Philippines – Three men wanted in the brutal murder of a transportation network vehicle service (TNVS) driver surrendered Thursday night (July 10, 2025) to Manila Mayor Francisco “Isko” Moreno.

The suspects, identified as John Kevin De Ocampo, 33; Justine Dalafu, 30; and Jin Armin De Ocampo, 24, had been the subject of an intense manhunt operation by the National Bureau of Investigation (NBI) since driver Raymond Cabrera went missing on May 18.

Cabrera reportedly accepted a ride request from a Parañaque casino player before his slaying.

Authorities said the suspects’ surrender marked a significant breakthrough in the case that highlighted the dangers faced by ride-hailing drivers in Metro Manila.

Cabrera’s abandoned vehicle was found in Valenzuela City a week after he went missing, triggering a widespread investigation.

The NBI cracked the case through an analysis of CCTV footage and harrowing audio recordings recovered from Cabrera’s dashcam.

The crucial pieces of evidence ultimately led investigators to the suspects, all residents of Solis Street in Manila.

“The surrender marks a significant step toward justice for Raymond Cabrera and his family,” Moreno declared at a press conference following the suspects’ surrender.

“We commend the NBI for their relentless pursuit of these individuals and are committed to ensuring a thorough investigation and prosecution.”

The suspects, in coordination with a barangay official, surrendered to Moreno, who handed them over to the NBI.

Murder and kidnapping charges will be filed against them.

Cabrera’s killing has prompted renewed calls for enhanced safety measures in the ride-hailing industry as it underscores the vulnerability of TNVS drivers at work.

It also cited the important roles of technology and community cooperation in combating and solving criminal cases.

The NBI is expected to release more details after further investigation into the killing.
