MANILA, Philippines – A Bureau of Immigration (BI) officer has been apprehended for allegedly facilitating a passenger’s departure from the Philippines using a counterfeit Commission on Filipinos Overseas (CFO) Digital Certificate.

The incident underscores ongoing concerns about the integrity of the immigration system.

Agents from the National Bureau of Investigation (NBI) took the 26-year-old officer into custody on November 7, 2025, while he was attending a court hearing in Pasay City.

The arrest is linked to an event on July 29, 2025, when the officer reportedly allowed a traveler bound for Japan to pass through immigration with a forged CFO certificate.

The CFO certificate is a crucial document required for Filipinos emigrating or joining foreign spouses or partners abroad.

Despite a system alert indicating that the certificate was fraudulent and its absence from the Border Control Information System (BCIS), the officer allegedly circumvented established protocols, allowing the passenger to proceed through the primary inspection without issue.

The fraudulent activity was uncovered during a secondary inspection by agents from the NBI’s Immigration Protection and Border Enforcement Section.

Further investigation revealed that the officer had allegedly tampered with the BI’s computer system, entering false data to validate the counterfeit CFO certificate—an act classified by the NBI as computer-related forgery.

“This arrest reflects our ongoing efforts to monitor personnel who may be involved in facilitating illegal immigration activities,” said a representative from the NBI International Airport Investigation Division.

The detained officer is currently being held at the NBI Detention Facility in Muntinlupa City, while the Bureau of Immigration has not yet issued a statement about the incident.

The case raises significant concerns about the effectiveness of internal security measures and the potential for corruption within the Bureau of Immigration.

Authorities are set to conduct a comprehensive investigation to assess the full scope of the officer’s actions and whether others were involved in the illicit operation.
