MANILA, Philippines – Former Department of Public Works and Highways (DPWH) Secretary Manuel “Manny” Bonoan arrived at Ninoy Aquino International Airport (NAIA) on Sunday morning, January 18, 2026, the Bureau of Immigration (BI) has confirmed.

His return comes as the Department of Justice (DOJ) continues its investigation into alleged irregularities within the DPWH, including anomalous flood control projects and the existence of purported “ghost” projects.

Bonoan arrived aboard China Airlines flight CI0701 from Taipei. He had been placed under an Immigration Lookout Bulletin Order (ILBO) at the request of the DOJ, requiring the BI to monitor his travel movements in connection with the ongoing investigation.

According to BI records, Bonoan departed the Philippines last year, citing the need to accompany his wife to the United States for medical treatment. He arrived unaccompanied on Sunday.

“The purpose of an Immigration Lookout Bulletin is to ensure that relevant authorities are immediately notified of the arrival or departure of individuals who are considered persons of interest in active investigations,” explained BI Commissioner Joel Anthony Viado.

Following established protocols, the BI promptly notified the Secretary of Justice regarding Bonoan’s arrival. The DOJ is expected to determine the next steps in its investigation, potentially including questioning Bonoan regarding the allegations of corruption and mismanagement within the DPWH during his tenure.

The investigation into the flood control and “ghost” projects has drawn significant public scrutiny, raising concerns about the potential misuse of public funds and the effectiveness of infrastructure projects designed to mitigate the impact of natural disasters.

Bonoan’s return to the Philippines is likely to intensify the investigation and bring renewed focus on the allegations against him and the DPWH.
