MANILA, Philippines – A firestorm of controversy has erupted within the Philippine Bureau of Immigration (BI) following explosive allegations of corruption and misconduct made by recently deported Russian vlogger Vitaly Zdorovetskiy. The claims, presented during a livestream with American influencer Adin Ross, have already led to the resignation of a detention facility warden and the dismissal or suspension of several BI personnel.

Zdorovetskiy, deported in late January 2026, alleges he maintained possession of a mobile phone throughout his three-month detention in solitary confinement, facilitated by bribing prison guards. “I had a phone the entire time I was in jail. I documented everything, and I’m determined to expose the corruption,” Zdorovetskiy stated, adding, “Bro, you can do anything. Money talks in the Philippines.”

While Immigration Commissioner Joel Viado initially dismissed the claims as “rage-bait,” the bureau has since launched a full-scale investigation. Raids conducted on detention facilities in Taguig and Muntinlupa yielded unauthorized cash, cellphones, weapons, and gambling paraphernalia.

Swift Action, Lingering Questions

Palace Press Secretary Claire Castro announced the termination of three BI staff members for allegedly providing Zdorovetskiy with preferential treatment. 

Interior Secretary Jonvic Remulla suggested potential legal action against Zdorovetskiy himself if evidence of bribery is substantiated, raising the possibility of extradition.

“We will not tolerate incompetence or corruption, and we will treat this matter with the utmost seriousness,” vowed Commissioner Viado, adding that cases will be filed against personnel found facilitating the smuggling of unauthorized items.

The BI has identified Malik Dejoun Okojie, a foreign national and Zdorovetskiy’s associate, as a key figure in the alleged smuggling operation, aided by his Filipina wife. Disciplinary actions have already been taken against personnel implicated in the scheme.

Beyond the Bribery: A Systemic Problem?

The scandal raises serious concerns about the integrity of the Philippine penal system and the potential for corruption within immigration detention facilities, which are meant to be temporary holding areas for foreigners awaiting deportation. While mobile phone use is officially restricted to contacting family, embassies, or legal counsel, the ease with which Zdorovetskiy allegedly obtained and used a phone suggests a deeper problem.

Commissioner Viado is now considering a complete ban on cellphone use in detention facilities, potentially replacing them with landlines and video call booths. This move underscores the severity of the situation and the BI’s commitment to preventing future breaches.

Controversy Extends Beyond Corruption

Adding another layer of complexity, a viral video featuring Zdorovetskiy has drawn widespread condemnation for its insensitive and potentially offensive content. In the video, Zdorovetskiy makes disparaging remarks about “Asian size” in relation to an alleged sexual assault incident within the detention facility. The comments have sparked outrage online, with many criticizing Zdorovetskiy for his insensitivity and potential fabrication of events.

The unfolding scandal surrounding Vitaly Zdorovetskiy’s claims has exposed vulnerabilities within the Philippine Bureau of Immigration, prompting swift action and raising critical questions about systemic corruption and the treatment of detainees.
