Unruly Passenger Arrested at NAIA for In-Flight Harassment, Public Indecency

MANILA, Philippines – An inbound passenger arriving at Ninoy Aquino International Airport (NAIA) was arrested following allegations of in-flight harassment and public indecency, prompting a formal criminal complaint for unjust vexation.

The incident unfolded on a flight from Los Angeles, California, leading to a coordinated response from the PNP Aviation Security Group (AVSEGROUP) and NAIA Police Station 1 (NPS 1).

Upon the flight’s arrival at NAIA Terminal 1, both the unnamed suspect and the complainant were immediately handed over by flight personnel to airport security and subsequently transferred to NPS 1 for a comprehensive investigation.

Disturbing Conduct Detailed by Witnesses

Initial findings revealed two distinct and troubling allegations against the arrested passenger. 

The primary complainant, an elderly passenger seated next to the suspect, reported persistent discomfort due to the suspect’s alleged repeated foot-stomping and leg-shaking in her direction. Her request for a seat change was initially unaccommodated by the cabin crew.

A second, more serious allegation emerged from another passenger witness. This witness reported that the suspect openly viewed explicit pornographic material on his mobile device without concealment. 

The content was reportedly visible to nearby passengers, including a minor, causing significant distress. Flight attendants were promptly alerted and intervened.

The gravity of the reported behavior led to the escalation of the matter to the flight captain. Consequently, the primary complainant was moved to a different seat in Business Class for the remainder of the journey. 

During subsequent questioning, the complainant further alleged that the suspect had shouted at her when confronted, intensifying her fear.

Apology Offered, Charges Proceed

Cabin crew members confronted the suspect, who, while not explicitly denying the allegations, claimed he was merely exercising his privacy. He subsequently offered an apology and was instructed to apologize to the complainant.

Despite the apology, the complainant expressed her unwavering intention to file charges. 

The suspect was formally arrested by responding officers, informed of the alleged offense – unjust vexation under Paragraph 2 of Article 287 of the Revised Penal Code – and apprised of his constitutional rights. The arrest procedure was meticulously documented.

The suspect is currently in the custody of NAIA Police Station 1, with inquest proceedings conducted electronically by the Pasay City Duty Inquest Prosecutor. A case for alleged unjust vexation remains pending.

PBGen Dionisio B. Bartolome, Jr., Director of the PNP AVSEGROUP, reiterated a zero-tolerance stance: “We will not tolerate any form of misconduct, and we assure the public that swift and appropriate action will always be taken to uphold order and accountability in our airports and during air travel.” 

This incident serves as a stark reminder of the serious consequences for passengers engaging in disruptive or indecent behavior during air travel.
