BI Intensifies Crackdown on Transnational Crime, Apprehends Chinese Fugitives in Parañaque

MANILA, Philippines – In a significant move to combat transnational crime and prevent the Philippines from becoming a haven for international fugitives, the Bureau of Immigration (BI) has apprehended two Chinese nationals wanted for extensive fraud and illegal gambling operations in their home country. A third Chinese national, an overstayer, was also arrested during the intensified enforcement operations in Parañaque City.

Immigration Commissioner Joel Anthony Viado identified the fugitives as Jiang Yin, 31, and Li Chuang, 34, both targeted in coordinated operations by the BI’s Fugitive Search Unit (FSU) on the evening of June 16. These arrests were facilitated by critical intelligence provided by Chinese authorities regarding the fugitives’ criminal activities.

During the apprehension of Li Chuang, BI agents also encountered Wang Weixin, 32, whose immigration records revealed an active Hold Departure Order and confirmed his status as an overstaying alien in the Philippines.

Investigations by Chinese authorities allege that both Jiang and Li played pivotal roles in large-scale fraud and the illicit operation of online gambling through the “Qianneng Wallet” application. This syndicate is accused of recruiting Chinese nationals to facilitate their illegal online gambling enterprise. Further intelligence identifies Jiang and Li as key members, operating as supervisors and “markers” who extended gambling credit and managed betting activities within these illegal syndicates.

Immigration records confirm Jiang Yin entered the Philippines in 2019 as a temporary visitor but subsequently failed to maintain valid immigration status, rendering him an undocumented alien. Li Chuang was already flagged in the Bureau’s blacklist and watchlist orders as an undesirable alien and a fugitive from justice.

“Our resolve is unwavering: the Philippines will not serve as a sanctuary for foreign fugitives or members of transnational criminal organizations,” declared Commissioner Viado. “Those who exploit our immigration system to evade justice abroad or engage in unlawful activities will be relentlessly pursued, arrested, and deported. We will continue to strengthen our collaboration with international law enforcement partners, ensuring that criminals find no refuge here.”

All three Chinese nationals are currently detained at the Bureau’s holding facility pending legal proceedings. Jiang Yin and Li Chuang face deportation for being fugitives from justice and violating immigration laws, while Wang Weixin will undergo appropriate immigration proceedings for overstaying.
