MANILA, Philippines – As Typhoon “Inday” (international name: Muifa) approaches the Philippine Sea, thousands of Filipinos confront the imminent threat of widespread flooding. Their anxieties are deepened by rampant reports of systemic corruption and “ghost projects” within crucial flood control infrastructure. Billions earmarked for critical flood mitigation efforts are allegedly siphoned into a “kakistocracy and kleptocracy,” leaving communities exposed to the very disasters these projects were meant to prevent.
