Russia Issues International Warrant for Telegram CEO Durov

BRISBANE, Australia – Moscow: Russian authorities have escalated their campaign against Telegram, announcing an international wanted notice for its founder and CEO, Pavel Durov. The Federal Security Service (FSB) accuses Durov of “complicity in terrorism,” citing Telegram’s alleged use as a recruitment platform for Ukrainian security services to incite sabotage within Russia and a failure to remove “prohibited information.”

This move marks a significant intensification in the Kremlin’s efforts to control the internet and popular communication platforms. Durov, a Russian-born tech entrepreneur who left Russia years ago and holds French and UAE passports, has consistently resisted Moscow’s demands for user data and content moderation.

Telegram has become a critical communication backbone in Russia, a position that has repeatedly put it at odds with authorities. Previous attempts by the Russian government to block access to or undermine Telegram’s success have largely failed, underscoring the platform’s resilience and Durov’s defiance.

The FSB’s statement alleges that Ukrainian security services are leveraging Telegram to “coerce Russians to commit sabotage,” and that Durov’s administration has not adequately addressed the presence of such content.

Durov, 41, currently resides in France, where he has faced legal scrutiny regarding the spread of illicit material on Telegram. His history with Russian authorities dates back to his founding of VKontakte, often referred to as “Russia’s Facebook.” He was reportedly compelled to relinquish control of VKontakte in the mid-2010s amidst growing pressure from the government, subsequently leading to the creation of Telegram.

This development underscores the deepening digital divide between Russia and international tech companies, highlighting the Kremlin’s increasing assertiveness in its bid to control the flow of information and suppress dissent. The international warrant for Durov could have far-reaching implications for the free flow of information and the operational freedom of global tech platforms operating within or impacting Russia.
